This position will analyze complex plans and perform independent complex technical assignments to accomplish inspection and monitoring of work activities performed within the State Right of Way. Verify that work is performed according to all State and Federal specifications, plans, permits, policies, procedures, statutes, rules. Perform approved testing techniques through the use of hand tools, gauges and/or instruments to ensure materials used conform to Florida Department of Transportation (FDOT) requirements. Use various engineering tools, equipment, instruments and computers for performing technical engineering tasks, problem solving and record keeping. Provide information to consulting engineers, developers, architects and permit applicants as needed. Requirements

High School Diploma or Certificate of High School Equivalency, Class E Driver’s License, and 12 months of infrastructure design, construction, or maintenance experience; or an Associate’s degree or higher.
Valid Class E Driver License is required.
Knowledge of Engineering tools to perform field inspections of worksites for compliance to Florida Department of Transportation (FDOT) Roadway Standards.

Must complete the following self-study courses within 11 months of appointment: Construction Math and Plans Reading.
Must obtain the Advanced Temporary Traffic Control (Maintenance of Traffic) certification and the Qualified Stormwater Management Inspector certification (Florida Department of Environmental Protection through the Stormwater, Erosion and Sediment Control Inspector Training Program) within one year and maintain it.
While on-duty status, may be required to drive a state owned or leased vehicle to perform the duties of this position.
The incumbent of this position is required to work with or around Department of Corrections inmates.
May be required to work with or around hazardous materials; work nights and weekends and be available for emergency response work as necessary.
DURING A DECLARED EMERGENCY EVENT, THE INCUMBENT WILL BE REQUIRED TO ASSIST THE DISTRICT AS NEEDED.
This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following: three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation; any two (2) convictions of reckless driving in the past three (3) years; a suspension or revocation of the driver license for moving violations in the past three (3) years; and a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
You will be required to provide your Social Security Number to conduct required verifications.

Responsibilities

Analyze complex plans, perform independent complex technical assignments to accomplish inspection and monitoring of work activities performed within the State Right of Way.
Verify that work is performed according to all State and Federal specifications, plans, permits, policies, procedures, statutes, rules.
Perform approved testing techniques through the use of hand tools, gauges and/or instruments to ensure materials used conform to Florida Department of Transportation (FDOT) requirements.
Use various engineering tools, equipment, Instruments and computers for performing technical engineering tasks, problem solving and record keeping.
Provide information to consulting engineers, developers, architects and permit applicants as needed.
Prepare all documentation in order to validate payments to roadway contractors.
Conduct/attend pre-work conferences on maintenance contracts and attend/conduct meetings with contractors/utility owners/permitees throughout life of projects as assigned.
Act as a representative of the Department on all issues related to contracts and permits.
Issue work documents on contracts as directed.
Prepare and issues work documents on contracts as needed.
Perform interpretation of documents related to authorized Temporary Traffic Control (Maintenance of Traffic) device usage, installation/placement and materials to ensure safe work zones.
Review work site activities for conformity to safety regulations and takes corrective measures when deficiencies are noted.
Gather data and perform preliminary reviews for maintenance contract needs.
Assist in the preparation of maintenance contracts.
Prepare specifications as needed for use in maintenance contracts.
Conduct surveys of signs, guardrail, and attenuators as required by procedures.
Provide survey of roadway items to be inventoried for Roadway Characteristics Inventory (RCI).
Fill out data coding and enter roadway data into computer data base as needed.
Assist MMS/RCI Coordinator with inputting MMS data into the computer, in preparing MMS reports to be used for advising management for each Maintenance Cost Center, with technical studies and with the scheduling of the MMS evaluations.
Assist MMS/RCI Coordinator and supervisors with Districtwide quality review of the MMS.
Review studies with the MMA/RCI Coordinator and supervisors with Districtwide quality review of the MMS.
Review studies with the MMS/RCI Coordinator and supervisors to verify accuracy of all information.
Assist Maintenance Management System / Roadway Characteristics (MMS/RCI) Coordinator by reporting routine maintenance conditions as they exist in the field.
Attend annual training to learn the most recent methods of evaluating the Yard's production in the MMS.
Keep current in the procedures and other documents necessary to perform MMS evaluations.
Perform plans reviews for constructability and adherence to Department standards and specifications.
Provide comments on Department policies and procedures as requested.
