About The Position

Responsible for conducting required inspections of housing units in the public housing and Section 8 programs; to ensure compliance with HUD's Uniform Physical Conditions Standards (UPCS) and Housing Quality Standards (HQS). Performs all work pertaining to inspections of units, related administrative tasks and other tasks as required.

  • Ability to interpret and apply residential unit, building and facility building codes.
  • Knowledge of administrative procedures, policies, and program regulations as they pertain to HUD's Section 8 Housing Choice Voucher Programs and Public Housing.
  • Knowledge of Housing Quality Standards, Uniform Physical Conditions standards (UPCS) and UPCS guidebook.
  • Knowledge of Fair Housing Laws, Kentucky State Landlord-Tenant Laws, Section 504 ADA,OSHA, etc.
  • Ability to interpret and comply federal, state, and local housing laws, and with the Authority's and Section 8 Administrative Plan, policies, and procedures.
  • Ability to implement and enforce policies, rules, and regulations.
  • Strong communication and interpersonal skills.
  • Knowledge regarding construction, residential building codes, real estate, or property management.
  • Ability to make responsible decisions in compliance with program guidelines.
  • Ability to read, write, understand, and perform basic mathematical calculations.
  • Ability to work accurately and effectively with frequent interruptions.
  • Ability to maintain good attendance and punctuality; Be dependable, ethical,and meet deadlines.
  • Ability to communicate accurately and effectively both orally and in writingwith a diverse audience.

  • High school graduate or GED;
  • Two years of experience in a position where similar duties were performed, i.e. residential/multi-family building maintenance or construction; or an equivalent combination of experience and education.
  • Possess and maintain a valid Driver's License.
  • Ability to successfully pass a pre-employment drug screening test and preemployment criminal background check.
  • Ability to obtain Housing Quality Standard (HQS) and Uniform Physical Conditions Standards (UPCS) certifications within 6 months of hire.
  • Ability to be insured under the Authority’s vehicle policy.
  • Ability to be covered under the Authority’s fidelity bond.

Nice To Haves

  • Two (2) years of advanced courses towards a degree or certification in arelated field is preferred. (Property management, building codes, real estate, construction, etc.)
  • One (1) year of experience working for an administrating public housing authority and its programs is preferred.

Responsibilities

  • Provide unmatched customer service to all participants, residents, and staff in a safe and efficient manner. (S8/PH)
  • Maintain confidentiality of the Authority's business operations, personnel, residents, and participants. (S8/PH)
  • Perform comprehensive inspections as assigned according to programs standards (UPCS/HQS); notify appropriate staff of results and conduct appropriate follow-up to inspections. (PH/S8)
  • Perform initial Housing Quality Standards (HQS) Inspections, and re-inspections for Section 8 units and provides status to the Section 8 Program Director. (S8)
  • Perform move-out and ready to rent (RTR) inspections of units for compliance with UPCS; assist property managers with annual inspections. (PH)
  • Inspect dwelling units, sites, building systems, building exterior and common areas using manual or automated system.(PH/S8)
  • Utilize software systems and mobile devices to take and store pictures of units as needed; and to record findings from inspections into designated data systems as required in a timely manner. (PH/S8)
  • Create charges for residents in accordance with the Schedule of Charges, and forwards related documentation and information to appropriate staff. (PH)
  • Work with program managers to track compliance amongst PH residents and Section 8 participants; provides updates in a timely manner. (PH/S8)
  • Communicate with program managers to answer questions regarding property condition, repair assessments and other pertinent information. (PH/S8)
  • Explains the Uniform Physical Conditions Standards (UPCS) and Housing Quality Standards (HQS) to residents, staff and/or participants, as necessary. (PH/S8)
  • Manually read and record utility data on a monthly using both manual and electronic instruments. (PH)
  • Present accurate utility data to accounting designee in a timely manner. (PH)
  • Complete and forward work orders and inspection sheets to appropriate maintenance staff. (PH)
  • Inform Senior Maintenance of all complex maintenance issues and initiate work order when needed. (PH)
  • Complete smoke alarm checks and other preventive maintenance for housing units as assigned. (PH)
  • Recheck units for housekeeping or other deficiencies failing the unit. (PH)
  • Efficiently manage duties between programs, accurately schedule inspections and complete duties as directed by supervisors. (PH/S8)
  • Operate agency vehicle and maintain a valid driver’s license. (PH/S8)
  • Periodically assist staff with clerical duties and serve as back up for Housing Specialist.
  • Contribute to team effort by accomplishing other duties as assigned. (PH/S8)
