About The Position

QED Systems, LLC, is currently recruiting an Insider Threat Policy Analyst to join their team at the Pentagon in Arlington, VA to support the HQDA G-3/5/7 Support Services contract. This role involves providing subject matter expertise in researching, analyzing, writing, coordinating, and publishing Army Insider Threat Program (AITP) policies and procedures. The analyst will assist in the development and revision of AITP policies, standard operating procedures (SOPs), and guidance documents, while maintaining a comprehensive understanding of the AITP and incorporating changes into policy updates. Responsibilities also include maintaining a policy repository, supporting the development of policy-related training materials, and coordinating Army Insider Threat tasks using Enterprise Task Management Software Solution (ETMS2). The role requires conducting assessments on Army-wide compliance with insider threat policy requirements and evaluating the effectiveness of these assessments. Additionally, the analyst will support AITP strategic communication and outreach efforts.

Requirements

  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Ability to work within Government-provided software packages with emphasis on MS Office products (Outlook, Word, SharePoint, PowerPoint, and Excel).
  • Ability to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.
  • Ability to focus on Mission requirements while tracking multiple competing priorities.
  • Require minimal supervision in the fast-paced, critical environment of the Army Headquarters.
  • Proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).
  • Ability to clearly articulate analysis through both oral and written communication.
  • Ability to provide executive, technical, and administrative support to senior leaders.
  • Experience with Multinational, Interagency on the Army/Joint Staff and/or Major Army Commands in Policy, Bi-lateral exchanges, proficient in planning and execution of working groups.
  • Operational experience using standard automated toolsets to perform duties.
  • Ability to assist with drafting Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents.
  • Demonstrated experience with the policy development lifecycle.
  • Strong understanding of Army regulations and processes.
  • ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/SCI eligibility
  • Bachelor’s degree required.
  • At least five (5) years of experience in policy analysis, development, and implementation, with a preferred focus on security, law enforcement, or counterintelligence.

Responsibilities

  • Provide subject matter expertise in researching, analyzing, writing, coordinating, and publishing Army Insider Threat Program (AITP) policies and procedures IAW Army Directive 2013-18 (and Army Regulation 525-31 when published).
  • Assist in the development and revision of AITP policies, standard operating procedures (SOPs), and guidance documents.
  • Research and interpret relevant legislation, regulations, and best practices related to insider threat.
  • Maintain a comprehensive understanding of the AITP and incorporate changes to the security environment into policy updates.
  • Maintain a policy repository for easy access and version control.
  • Support the development of policy-related training materials.
  • Support AITP Working Group meetings by maintaining the AITP Master Roster, scheduling meetings, developing, and distributing meeting slides, operating in-person and remotely, and writing meeting summaries.
  • Coordinate Army Insider Threat tasks relevant to policy and others as required, using Enterprise Task Management Software Solution (ETMS2) and collaborate with Staff Action Control Offices, Army Staff elements, Operations Directorate front office, and Command representatives to ensure tasks are completed thoroughly and on schedule.
  • Conduct assessments on Army-wide compliance with insider threat policy requirements through the Army Protection Program Assessment (APPA) effort and submit all assessment documentation IAW AR 525-2.
  • Evaluate the effectiveness of APPA assessments in ensuring compliance with insider threat policy and recommend updates or revisions to APPA measures of performance.
  • Support AITP strategic communication and outreach efforts.
