Fluor is seeking candidates for opportunities within their Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley. The Innovation Financial Manager reports directly to the Chief Financial Officer (CFO) of the California High-Speed Rail Authority (Authority) and sits within the Enterprise Strategy Financial and Innovation Branch. The Manager leads the quantitative financial work behind the Authority’s alternative delivery, alternative funding, and commercial optimization strategies for one of the largest infrastructure programs in the United States. The role develops the financial models, capital stack scenarios, and value-for-money analyses that inform executive decisions on procurement strategy, funding blends, and risk allocation across the program. The Manager partners closely with the Commercial Advisor, the federal and state funding teams, and the Program Delivery organization, and supports the CFO in briefings to Authority leadership, the Authority Board, federal partners, and external financial stakeholders.
