About The Position

The Department of Drug and Alcohol Programs is looking for a strong and thoughtful leader to serve as the Division Director of Innovation and Learning. In this role, you will be guiding a statewide training program that supports providers, families, and communities across Pennsylvania. This role leads modern learning strategies, division operations, and collaboration with many organizations to strengthen workforce development.

Requirements

• One year as an Administrative Officer 4 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Eight years of experience in progressively responsible and varied management or staff work, including personnel management, fiscal management, budgeting, or procurement; and such training as may have been gained through graduation from a four year college or university; or Any equivalent combination of experience and training.
• Meet the PA residency requirement.
• Be able to perform essential job functions.

Responsibilities

• Guide statewide training direction and modern learning strategies
• Manage planning, policies, fiscal operations, and procurement for the division
• Lead development and improvement of training across virtual, online, and instructor-led formats
• Supervise use of digital platforms and tools to support accessible learning
• Work with agencies, providers, contractors, and partners to identify needs and improve workforce capacity
• Review outcomes and make improvements to strengthen training statewide
