About The Position

The Infrastructure Quality Manager must have demonstrated successful experience in working to ensure implementation of defined quality assurance and infrastructure requirements for nuclear facilities and applicable non-nuclear facilities. The position interacts with Y-12 Infrastructure, Facilities, Operations, and Construction organizations to ensure quality requirements compliance and to understand, address, and resolve issues related to quality. Individual will manage Quality personnel supporting Y-12 Storage Areas, Work Order reviews, Infrastructure and Operations work activities, ASTM B31 inspections, and Quality Control Engineering inspections for nuclear and non-nuclear facilities.

Requirements

  • Bachelor's degree: Minimum 7 years of relevant experience OR 15 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting
  • In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).
  • Knowledge of NQA-1 requirements
  • Knowledge of Commercial Grade Dedication and Safety Systems
  • Ability to meet medical requirement to wear respirator and work in hazard-designated area
  • Knowledge of computer software such as Microsoft Word, Excel, PowerPoint, Access, and SharePoint
  • Ability to obtain and maintain a Department of Energy "Q" clearance is required.

  • Knowledge and/or Qualification as B31 examiner
  • Knowledge and experience as a Quality Control Engineer for inspections
  • BS in an Engineering/Science discipline
  • Knowledge of regulatory requirements and functions that impact the quality management system
  • Working knowledge of, or experience with the development of, specifications, drawings, material requisitions, services requisitions, purchase orders, subcontracts, and interfacing with suppliers
  • Knowledge of the application of corrective actions for conditions adverse to quality
  • Knowledge of the application of non-conformance and deficiency reports for nonconforming or deficient items
  • Knowledge of regulatory requirements and functions that impact the QA program
  • Strong interpersonal, verbal, and written communication skills; ability to work independently
  • Intermediate to advanced level technical knowledge in the application of engineering, construction, testing, maintenance, or operations practices sufficient to comprehend associated quality requirements
  • Intermediate to advanced knowledge/skills in analyzing information, reporting results, promoting process improvement and a quality culture, quality engineering, conducting statistical analysis and applying statistical analysis methods, critical thinking, and problem solving techniques
  • Nuclear grade construction experience
  • Specialized courses in inspection, engineering, technical, or quality assurance disciplines

Responsibilities

  • Ensures use of principles and requirements driven by the NNSA (e.g., DOE O 414.1E, NAP-401.1A, NQA-1, etc.) and by internal requirements
  • Handles personnel matters associated with direct reports
  • Conducts hiring activities, evaluates performance, coaches, counsels, rewards, and disciplines employees, as appropriate
  • Identifies department resources to accomplish assigned tasks, including defining skills development training needs and identifying budget needs for personnel in the organization
  • Ensures quality training and time approval is completed in support of the organizational activities
  • Provides technical assistance for procedures, acquisitions, and infrastructure work activities
  • Plans and coordinates work execution in accordance with all applicable quality procedures and requirements
  • Supports plant site Operations, Infrastructure and Maintenance, Procurement, and Construction to achieve mission delivery
  • Leads or participates in QA oversight, such as audits, assessments, inspections, and surveillances
  • Identifies and recommends to management areas to be assessed based on risk analysis and performance indicators
  • Supports Y-12 personnel by providing assistance in the interpretation and implementation of quality requirements
  • Participates in tier meetings, as necessary, to ensure information is communicated or escalated as appropriate
  • Represents the Quality group in plant or work team meetings
  • Makes technical decisions on the applicability of quality requirements
  • Provides assistance with the communication and resolution of non-conformances and quality conditions
  • Collects and analyzes metrics associated with the Quality work activities
  • Coordinates with personnel and management from other organizations
  • Interfaces with internal and external customers to assist in the implementation of customer defined requirements, schedules, and expectations
  • Contributes to the Quality organizational performance in achieving and exceeding established goals and expectations
