Optum is seeking a highly experienced Infrastructure Project Manager to support the implementation, modernization, and ongoing operations of the New York All Payer Database (NY APD). This role will lead infrastructure-related initiatives while coordinating the activities of system administrators, database administrators, and technical vendors to ensure the stability, security, and performance of one of the nation's largest healthcare data repositories. The ideal candidate will possess a solid combination of infrastructure project management, operations leadership, healthcare data experience, and technical expertise. This position requires collaboration across technical teams, Department of Health stakeholders, and external vendors to deliver infrastructure enhancements, maintain operational excellence, and support strategic program objectives. You’ll enjoy the flexibility to work remotely from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Requirements

  • 5+ years of IT Infrastructure Project Management experience, including prior hands-on experience as a Systems Engineer, DevOps Engineer, Infrastructure Engineer, or similar technical role
  • 2+ years of experience supporting Data Warehousing, Business Intelligence, or Data Analytics initiatives
  • 2+ years of experience managing cross-functional infrastructure, system administration, and database administration teams
  • 2+ years of experience with enterprise infrastructure architecture, database platforms, cloud technologies, monitoring tools, and security best practices
  • 2+ years of experience managing multiple concurrent projects while balancing operational support responsibilities
  • 1+ years of ServiceNow Incident and Problem Management processes
  • 1+ years of experience with healthcare data environments and regulatory requirements, including HIPAA and healthcare data exchange standards

Nice To Haves

  • Project Management Professional (PMP) certification or equivalent project management credential
  • Experience supporting large-scale healthcare data repositories, public sector programs, or state government initiatives
  • Familiarity with healthcare data standards and transactions, including HL7, HIPAA, EDI, and large-scale data integration environments
  • Experience supporting security audits, compliance reviews, and disaster recovery planning
  • Experience working within Agile, Hybrid, or Waterfall delivery methodologies

Responsibilities

  • Lead the planning, execution, and delivery of infrastructure initiatives supporting the NY APD, including platform modernization, database optimization, capacity planning, and security enhancements
  • Manage and coordinate the daily activities, priorities, and deliverables of system and database administration teams, ensuring alignment with program goals, schedules, and service level commitments
  • Develop, maintain, and monitor detailed project plans with work breakdown structure (WBS), schedules, risks, issues, and dependencies in partnership with technical and business stakeholders
  • Utilize ServiceNow to oversee Incident and Problem Management processes, including ticket tracking, root cause analysis (RCA), corrective action planning, and implementation of permanent solutions
  • Serve as a primary liaison between technical teams, Optum Government Solutions, Department of Health stakeholders, and other vendors to ensure effective communication and timely issue resolution
  • Lead infrastructure status reporting activities, including updates to master project schedules, weekly status reviews, executive dashboards, and governance presentations
  • Oversee infrastructure support for key NY APD components, including: Master Patient Index (MPI), Master Provider Index (MPI), Data enrichment and analytics platforms, Data submitter onboarding and operational capabilities, Public-facing portal infrastructure
  • Prepare executive-level presentations, reports, and recommendations for governance committees and program leadership
  • Support monthly operational reporting by developing and reviewing service level agreement (SLA) metrics, infrastructure performance indicators, and operational trends or laid out in a score card
  • Ensure infrastructure operations are scalable, secure, and aligned with future program growth and modernization objectives
