About The Position

Business Oregon, the state’s economic development agency, is seeking an experienced leader to ensure accurate debt management and compliance across infrastructure programs. In this role, you’ll help safeguard public resources, maintain transparency, and support projects that enhance community safety and economic vitality statewide. Business Oregon is currently hiring an Infrastructure Debt Manager (Grants, Loans, and Programs Manager 3). This position will provide strategic leadership and expert oversight of the Bond Bank Program and related infrastructure funding initiatives, ensuring the effective issuance, management, and compliance of municipal debt. This position serves as the Department’s principal authority on debt management, disclosure, and tax compliance, and is responsible for aligning financing strategies with statewide infrastructure goals. This hybrid role offers partially remote work options, with the expectation of occasional in-office presence as needed to support business operations.

Requirements

  • Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor's degree in a related field.

  • Expertise in Municipal Bond Financing and Issuance Demonstrated ability to plan, structure, and manage municipal debt transactions, including compliance with federal tax laws and securities regulations.

Responsibilities

  • Supervise Public Finance Officers responsible for infrastructure funding programs.
  • Oversee project development, financing coordination, asset management, contract monitoring, and program accountability.
  • Supervises Targeted Capital Manager 2 responsible for Seismic Rehabilitation, Child Care and Brownfields programs.
  • Plan, structure, and coordinate the issuance of municipal bonds through the Bond Bank Program.
  • Analyze and recommend financing strategies in collaboration with the CFO and Infrastructure Finance Authority (IFA).
  • Ensure compliance with federal tax laws, securities regulations, and state statutes governing municipal debt.
  • Serve as the Department’s Disclosure and Tax Compliance Officer.
  • Oversee the preparation and filing of official statements and continuing disclosure documents.
  • Act as the primary liaison with bondholders, rating agencies, the State Treasurer, and other financial stakeholders.
  • Lead the procurement and management of professional services contracts for bond counsel, disclosure counsel, financial advisors, and compliance consultants.
  • Review and update debt management policies, procedures, and the Bond Bank Program Manual.
