About The Position

The Grants and Procurement Manager leads grant management and procurement in collaboration with teams across DHS. This includes implementing a centralized system for coordination of federal/state/local grants across the full life cycle – from opportunity identification through post award compliance; and designing solicitations (RFI/RFQ/RFP) to procure services funded by DHS.

Requirements

  • Education: Bachelor’s degree in Public Administration, Business, Finance, Policy, or related field.
  • Experience: 7+ years of progressively responsible experience in government or nonprofit grants management and procurement/contracting, including:
  • Leading competitive solicitations and contract negotiations for service providers.
  • Managing federal/state grants (pre- and post-award) with compliance to 2 CFR Part 200.
  • Supervising staff and managing cross-functional projects.
  • Skills:
  • Strong writing (RFPs, grant narratives, policies) and analysis (cost/price, budget, KPIs) skills
  • Proficiency with common procurement and grants applications
  • Advanced Excel and data visualization; familiarity as end user of Tableau, Power BI or similar

Nice To Haves

  • Graduate degree: MPA, MBA, MS in Public Policy/Administration, or related.
  • Certifications in grants management, public procurement, or project management.
  • Experience with human services procurement and community-based provider networks.
  • Familiarity with Uniform Guidance (2 CFR 200.317–200.327), state/local procurement statutes, HIPAA/PHI safeguards, and common agency financial controls.

Responsibilities

  • Grants Lifecycle (Pre- & Post-Award)
  • Opportunity Strategy: Scan and prioritize funding opportunities (e.g., HHS, HUD, DOJ, SAMHSA, foundations, etc.), facilitate go/no-go decisions, and align proposals to strategic plans and equity goals.
  • Proposal Development: In collaboration with programmatic and finance teams, coordinate application components such as narrative, budget, match, staffing, and partnerships; ensure compliance with funder requirements; oversee approvals and timely submissions.
  • Award Set-Up, Compliance & Reporting: Ensure accurate and effective handoff to Financial and Programmatic units for grant implementation; establish controls for post-award compliance, including the timely submission of reports, amendments and budget revisions.
  • Closeout: Coordinate final reporting, internal award close-out, and document archiving.
  • Procurement (Pre-Award)
  • Planning: Translate program needs into well-structured scopes of work (SOW) and performance metrics; conduct market research; develop communications and marketing plan.
  • Solicitations: Design RFIs/RFQs/RFPs; manage proposer communications; conduct pre-proposal conferences; ensure transparent, equitable processes.
  • Evaluation & Award: Lead the development of scoring rubrics and review panels; recommend awards; manage executive approvals; ensure accurate and effective hand off to unit(s) responsible for contract administration.
  • Supplier Diversity & Equity: Implement strategies to remove barriers for community-based organizations; track equity metrics.
  • Controls, Policy, and Risk Management
  • Compliance: Maintain and enforce policies aligned with Uniform Guidance (2 CFR 200.317–200.327), state/local procurement statutes, HIPAA/PHI safeguards (as applicable), and agency financial controls.
  • Data Integrity: Maintain accurate procurement and grant records in organizational systems; participate in and contribute to monitoring and audits of DHS as needed.
  • Policy, Training & Guidance: Develop templates, procedures, and training for staff; serve as subject-matter expert for grants and procurement best practices.
  • Leadership & Collaboration
  • Stakeholder Partnership: Work closely with program, budget/finance, legal/contracting, IT, and community partners; foster clarity, responsiveness, and accountability.
  • Continuous Improvement: Use data to drive improvements in cycle times, vendor/provider performance, cost savings, and equity outcomes.
