The eligibility list created from this recruitment may be used to fill any current or future vacancies in ANY Butte County Department. Butte County Behavioral Health's Information Technology program is seeking a motivated and experienced IT professional who takes ownership of their work, leads with integrity, collaborates effectively, and is committed to delivering outstanding customer service and practical technology solutions. This supervisory role offers the opportunity to lead a talented team while supporting a diverse range of technologies, systems, and services essential to the department's operations. The IT Supervisor will play a key role in planning, coordinating, and overseeing technology services, infrastructure, projects, and day-to-day support.   • Bachelor’s degree from an accredited college or university with major coursework in information technology management, computer science, public or business administration, or a related field; and Five (5) years of increasingly responsible experience providing technical support in the installation, maintenance, and repair of information technology infrastructure and systems and/or database management and applications analysis, design, and development, including two (2) years of lead or project management experience.
  • Must possess a valid US driver’s license upon date of application.
  • Must obtain California driver’s license following hire date per California DMV regulations.

Responsibilities

  • Plans, supervises, organizes, coordinates, and reviews the work of staff responsible for the planning, design, configuration, and maintenance of information technology infrastructure, systems, and services.
  • Installs, maintains, and upgrades technology infrastructure and systems such as hardware, software, telecommunications, and servers.
  • Designs, maintains, modifies, customizes, and provides training on software applications.
  • Implements information technology priorities, goals, and objectives.
  • Monitors and evaluates service delivery models and recommends changes.
  • Plans, organizes, assigns, supervises, and reviews the work of staff responsible for the installation, management, configuration, maintenance, and repair of an assigned area of information technology infrastructure and systems, including a diverse range of computers, server hardware and software, communication systems, and peripheral equipment.
  • Participates in the development and implementation of information systems goals, objectives, and priorities; monitors work activities to ensure compliance with countywide information technology policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
  • Participates in the selection of, trains, motivates, and evaluates assigned staff; recommends and enrolls staff in upcoming training courses; works with employees to correct deficiencies; recommends discipline to assigned supervisor.
  • Participates in the preparation and administration of assigned program and project budgets; submits budget recommendations; researches and procures software, hardware, and related equipment; provides input to request for proposal scope of work and service level agreements; monitors expenditures; and coordinates the resolution of vendor problems.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies and recommends opportunities for improvement; implements approved changes.
  • Supervises and participates in the planning, coordination, installation, design, implementation, testing, and maintenance of databases, directories, and applications; administers the activation and deactivation of accounts across various department directories, databases, and security groups.
  • Supervises and performs difficult or complex technical support in the installation, configuration, maintenance, and upgrade of computers, mobile devices, radio and communication systems and equipment, server infrastructure, network hardware, software, peripherals, and related equipment.
  • Ensures the functionality, operational stability, and security of network, server, and data storage systems.
  • Reviews and approves systems development and enhancement plans; researches and analyzes recommended technology solutions, either through an in-house build, or through modification of a third-party product; makes recommendations and prepares reports.
  • Develops, implements, and monitors the testing process to ensure information systems perform in accordance with design specifications and is consistent with department user needs; determines and implements appropriate testing environment parameters; reviews results and prepares modifications as needed.
  • Serves as project manager for assigned projects, including overseeing project progress and reporting, assigning and delegating assignments to assigned staff, gathering user and systems requirements, working with vendors, contractors, project managers, and other project staff, installing, configuring, testing, and providing general technical support, and developing technical and user documentation.
  • Works collaboratively with department and County information technology staff to evaluate the impact of County, state, and federal regulations on department information systems and develops systems and/or procedural modifications to ensure compliance with regulations.
  • Gathers and analyzes system performance metrics and data; develops reports and recommendations for changes and improvements to ensure efficient and quality service delivery.
  • Enforces County-wide access, control, and security policies and procedures and reviews permissions for department staff on a regular basis.
  • Receives and responds to issues with respect to information systems performance or reliability; investigates, diagnoses, and isolates problems; takes appropriate action by either resolving the issues, referring to Information Technology Department staff, or contacting a third-party vendor; provides clients with status updates on actions taken, cost impact, and timeline for resolution.
  • Writes and maintains comprehensive technical documentation including workflow diagrams, design specifications, and department procedures for the utilization of specific technology.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of information technology.
  • Performs related duties as assigned.
