About The Position

The Position is headquartered in Sacramento. Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay. Under the general direction of the Information Technology Manager I, IT Planning and Governance Branch, the incumbent is the liaison between solution vendors and CDA technical and non-technical staff. The IT Specialist II will be providing product management and technical support to the CDA Programs on system changes, upgrades, and issue resolution. The duties for this position are focused on IT Project Management, and Software Engineering domain; however, work may be assigned in other domains as needed.   • Translation of business needs into actionable technical specifications.
  • Experience with gap analyses, risk assessments, and system impact evaluations.
  • Possess strong knowledge and experience of Systems Development Life Cycle.
  • Knowledge of roles, responsibilities, and requirements of oversight and regulatory agencies to review control agency documents (e.g. budget change proposals, security plans, feasibility study reports, disaster recovery plans).
  • Experience with Identity and access management.
