About The Position

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce, to recruit and appoint qualified candidates to positions in the competitive service. The incumbent will serve as a Senior IT project management specialist and software/systems developer responsible for duties related to support.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This Defense Cyberspace Workforce Framework (DCWF) position requires completion of training and certification per DoD 8140.01.
  • One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1) Evaluating project progress by reviewing cost estimates, schedules, and contractor technical solutions; 2) Providing technical guidance on transportation and logistics business systems to support program acquisition and development; 3) Applying software engineering, enterprise architecture, and cybersecurity principles to the Agile software development lifecycle; and 4) Managing project teams by preparing technical documentation and performance reports to ensure timely and compliant deliverables.
  • The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the ten competencies, as defined: (1) Attention to Detail; (2) Customer Service; (3) Decision Making; (4) Information Management; (5) Interpersonal Skills; (6) Oral Communication; (7) Problem Solving; (8) Reasoning; (9) Teamwork; and (10) Technical Competence.
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
  • No substitution of education for experience is permitted.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
  • Direct deposit of pay is required.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • This is an Information Management Career field position.

Responsibilities

  • Manage IT project lifecycles by planning, executing, monitoring, and closing projects to ensure successful system development and implementation.
  • Oversee software development using Agile methodologies to optimize system functionality and responsiveness to user needs.
  • Evaluate contractor proposals for technical suitability, cost-effectiveness, and compliance with acquisition and IT program requirements.
  • Analyze IT system designs and software architectures to ensure compatibility, security, and mission effectiveness.
  • Develop automated systems and applications by coding, testing, and integrating software solutions to support operational needs.
  • Troubleshoot software, network, and system issues by performing root cause analysis and implementing corrective actions.
  • Assess project risks and develop mitigation strategies to address potential challenges in IT development and implementation.
  • Support software modernization efforts by researching emerging IT trends and recommending innovative solutions for system improvements.
