About The Position

The Enterprise Technology Services Division (ETSD), part of the Office of the State Court Administrator (OSCA) within OJD, is hiring an Information Technology Developer to join our team in Salem, Oregon. ETSD provides business solutions, system support, technology vendor management, and information security for OJD. This role supports Oregon’s courts by providing fair and accessible justice services through technology.

Requirements

• Bachelor’s degree in computer science, information technology, or a related field.
• Four (4) years of technical experience in the duties and application support required for the position.
• OR Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position.
• Possession of a current driver’s license in good standing, an acceptable driving record, and the ability to obtain or maintain a driver’s license in Oregon to operate an Oregon Department of Administrative Services-owned motor pool vehicle for when work travel is required.

Nice To Haves

• At least four years’ experience designing, developing, implementing, supporting, and maintaining web and Windows applications using C# and ASP.NET, HTML, CSS, and JavaScript.
• Proficiency with Visual Studio and Visual Studio Code.
• Experience building and integrating REST and SOAP APIs, working with JSON, XML, and external service integrations.
• Familiarity with modern JavaScript frameworks such as Node.js and Vue.js.
• Demonstrated skill with SQL Server, including experience writing performant TSQL queries, stored procedures, SQL programmability functions, and proficiency using SQL Server Management Studio (SSMS).
• Experience with data integration frameworks and tools such as BizTalk, SSIS, or similar platforms.
• Experience developing and maintaining CI/CD pipelines using Azure DevOps or GitHub Actions.
• Experience automating build, deployment, testing, or workflow processes to improve reliability and reduce manual effort.
• Experience using Git source control, branching strategies, and pull request workflows.
• Experience testing, troubleshooting, and optimizing solutions for performance, security, scalability, and maintainability.
• Experience with secure development lifecycle practices and CIS Controls.
• Experience working with application security scanning platforms (e.g., Black Duck, SCA/SAST tools, or similar).
• Skill conducting peer reviews, providing constructive feedback, and ensuring adherence to team‑defined coding standards.
• Experience and skill communicating complex technical information clearly to audiences with varied technical backgrounds.
• Experience following established business processes, procedures, standards, and documentation guidelines.
• Experience creating and maintaining technical documentation including design specifications, architectural descriptions, user guides, and operational procedures.
• Familiarity with UI/UX best practices to deliver intuitive, accessible user experiences is a plus.

Responsibilities

• Build, support, and maintain custom web applications and integrations.
• Ensure compliance with statewide business rules, security requirements, CIS Controls, software development lifecycle, and other applicable standards.
• Work closely with technical and non-technical users, stakeholders, and project managers to gather use cases, business processes, and requirements and to establish timelines.
• Act as the team member responsible for championing the team’s adherence/compliance to CIS Controls after attending the CSSLP course from ISC2 within the first year of hiring.
• Interact with cross-functional teams and promote adoption of shared platforms and standards.
• Provide training and support to end-users.
• Explain and resolve technical issues statewide to all skill levels.
• Plan, organize, and prioritize daily work demands in a limited time frame.
