About The Position

The Risk Group’s mission is to help the Bank achieve its goals while managing risks within the Bank’s risk tolerance and strengthening the risk culture. The Group’s role is to serve as the Bank’s second line of defense to ensure effective risk management. We do this by performing independent assessment and oversight of the Bank’s risks. We have established frameworks to improve Bank’s risk management processes. Under the Risk Group, Information Security New York (ISNY) runs a Bank‑wide cyber operations function. Identity and Access Management Division within the Cybersecurity operations function focuses on developing, executing and maintaining IAM programs, that promotes resiliency by identifying and mitigating cyber threats through policy and compliance, risk-based controls, training and consultation, reporting and remediation, while developing continuous enhancements to meet demands of ever-growing cyber threat landscape. The IAM operation team is an integral part of the IAM division that manages daily and Business as Usual (BAU) IAM operational activities along with enhancing and automating the processes to improve efficiency, reduce risk and increase user friendliness. Local IAM operation team works with system IAM operations team where required to perform end-to-end IAM operations. The IAM Operations Manager will help maintain the Bank’s cyber resilience by executing hands‑on triage for the IAM operational work, maintaining strict SLAs, and operational enhancements across FRBNY’s on‑premises and cloud environments. While taking accountability of the IAM operations work, the manager will lead the IAM automation and enhancement programs working with local business areas as well as system teams. This role is essential to ensure timely and effective response to IAM threats impacting the Bank’s mission and operations. The IAM division is seeking an experienced cybersecurity manager with a strong focus on Identity and Access Management technology, reporting to IAM Division head. This cyber security leader will lead a team of employees and contractors and fill a role that encompasses strategy, engineering, policy and compliance, risk management and business operations support. The successful candidate will demonstrate an ability to drive programmatic maturity gains through problem-solving, change management and collaboration with stakeholders. Pertinent strategic expertise in advances and trends in IAM like Zero Trust, hybrid access management, Priv access management is required skills to enable candidate’s strategic contribution.

Requirements

  • Demonstrated experience with staff development including coaching and mentoring
  • Proven success in leading Identity and Access Management team or Cyber Security team
  • Proven success with risk management with focus on to operational aspects of a security domain, preferably Access Management
  • Expertise in IAM concepts including Cloud, hybrid, HI/NHI, PAM, JIT, JE access
  • Good understanding of data and analytics with data visualization skills
  • Proven success with automation and maturing KPIs and KRIs
  • Good understanding of IAM controls with AI deployments
  • Good understanding of AI Tools and its usage
  • Proficiency analyzing logs/events across SIEM platforms (e.g., Splunk), analytics tools (e.g., Tableau), and other security telemetry sources.
  • Solid conceptual knowledge of IT infrastructure, networking, and system architecture.
  • Strong written and verbal communication skills with the ability to synthesize information and explain it
  • Organized and resourceful, with the ability to work as part of a team and independently
  • Ability to assimilate new information and learn new tools/systems
  • Problem solving and critical thinking

Responsibilities

  • Guide team efforts for daily and BAU (business as usual) IAM operations
  • Lead the team through standardization of IAM processes across business areas and in-line with system processes
  • Lead and contribute in the strategic initiatives either local to the bank or with the system IT partners to standardize and enhance IAM operations to help reduce cyber risks and build an environment on latest Industry standard processes
  • Drive implementation of automation patterns that will increase efficiency and user benefits
  • Lead the team on identifying and remediating IAM risks in current processes
  • Lead the team to increase identification, reporting and remediation of IAM policies and standards across the business areas
  • Mature KPIs (Key Performance Indicators), KRIs (Key Risk Indicators) and OKRs (Objectives and Key Results) to track program maturity
  • Collaborate with management on capacity management and strategic initiatives
  • Collaborate on enhancing Product Development Lifecycle (PDLC) to include IAM lifecycle events with FRS supported Identity providers to increase access standardization across the Bank
  • Collaborate with system on implementation of IAM controls for AI deployment and usage
