About The Position

Strategic Growth Partners provides both operations and strategic support to Tribal 8(a) and commercial organizations. Our client is a family of SBA-certified Native American Tribal 8(a) and multi-certified companies delivering IT, management consulting, and general construction solutions to the Federal Government and commercial sector. They are seeking an Information Security - Declassification Specialist to join their USSOUTHCOM HQ J2 team onsite in Doral, FL. This position requires an active TS/SCI or Top Secret with SCI eligibility.

Requirements

Active TS/SCI or Top Secret with SCI eligibility.
Bachelor's degree in Information Security, Security Management, Intelligence, Government, or a related field preferred; equivalent experience may be considered.
Demonstrated experience supporting DoD or federal government information security programs.
Experience with classification and declassification processes and applicable federal security policies.
Experience handling classified information and supporting collateral and/or SCI security programs.
Knowledge of DoD information security, classification marking, declassification, CUI, and security incident procedures.
Strong knowledge of Microsoft Office applications, particularly Excel, for tracking, reporting, and database management.
Strong written and verbal communication skills.
Excellent organizational skills and attention to detail.
Ability to prepare reports, briefings, presentations, and senior-level correspondence.
Ability to work independently and collaboratively with government personnel, contractors, and Intelligence Community stakeholders.
Ability to maintain strict confidentiality and exercise sound judgment when handling sensitive and classified information.
Ability to obtain and maintain all required security clearances and special accesses associated with the position.

Nice To Haves

Certification to operate classified material destruction equipment, including the SEM Model 23/5 disintegrator.
Department of Energy (DoE) certification to conduct reviews and identify DoE-related classified information.

Responsibilities

Support original and derivative classification activities and mandatory, systematic, and automatic declassification programs using established classification and declassification guides.
Apply appropriate classification markings and redactions to prevent unauthorized disclosure of classified information.
Assist with Mandatory Declassification Review (MDR), Automatic Declassification Review (ADR), Systematic Declassification Review (SDR), and Ad Hoc declassification requests.
Review declassification requests and determine the nature and applicable requirements, including requests associated with investigations and legal proceedings.
Track classified information from origination through its 20-year mark and submit applicable materials for government approval and release to the National Archives and Records Administration (NARA).
Track declassification requests from initial receipt through suspension, referral, disposition, or release.
Document incorrect disposition decisions and referrals to other government agencies.
Conduct detailed, line-by-line reviews of documents for redaction associated with MDR requests.
Establish and maintain searchable repositories and tracking systems, including spreadsheets and databases, for classification and declassification program records.
Maintain records associated with Security Classification Guides (SCGs), prepublication and security reviews, security incidents, DD Form 254s, appointed Contract Monitors, designated Original Classification Authorities (OCAs), and declassification authorities.
Maintain accurate documentation and records supporting security, classification, disclosure authorization, access requests, and related activities.
Plan and execute security staff assistance visits, surveys, assessments, and quarterly meetings in support of the Command Security Manager Program.
Conduct virtual and in-person security assessments and document observations and results in accordance with USSOUTHCOM procedures.
Conduct internal assessments using established checklists and applicable USSOUTHCOM policies.
Evaluate document classification and marking accuracy through sampling and perform on-the-spot corrections when required.
Identify deficiencies and recommend corrective actions to improve the overall health and effectiveness of the security program.
Assist with after-hours security inspections and walk-throughs to verify compliance and prevent security incidents and unauthorized disclosure.
Make on-the-spot corrections and report security incidents in accordance with local policy.
Prepare periodic reports documenting security inspection findings, trends, and corrective actions.
Process courier requests and prepare courier cards and travel authorization letters within three business days.
Maintain Excel-based courier accountability and reporting spreadsheets.
Prepare classified information for transmission or transportation and provide related training.
Maintain classified material inventories and ensure destruction is conducted in accordance with records management disposition instructions and USSOUTHCOM policy.
Assist with Defense Courier Service (DCS) activities, including documentation, pickups, drop-offs, and receipt and delivery of classified materials.
Coordinate and schedule classified material withholding pickups, including special pickups for personnel who are separating, retiring, PCSing, or responding to emergency events.
Collect classified and Controlled Unclassified Information (CUI) material for weekly destruction in accordance with local policies.
Transport materials to the designated Media Destruction Facility and perform destruction in accordance with established procedures.
Remove destruction waste products and track destruction backlogs.
Operate and perform operator-level maintenance on the Security Engineered Machinery (SEM) Model 23 disintegrator.
Coordinate equipment servicing, cleaning, blade replacement, and supply acquisition with the Contracting Officer's Representative (COR).
Operate and maintain degaussing and data destruction equipment.
Break down media as required for efficient destruction and conduct field testing in accordance with applicable guidance.
Support annual equipment calibration and scheduled maintenance activities.
Ensure complete destruction of USSOUTHCOM classified information and media.
Maintain expendable media destruction supply inventories and equipment certification and maintenance schedules.
Submit equipment and supply requests to the COR at least 30 days in advance or as required.
Provide Two-Person Integrity (TPI) support for the destruction of Top Secret, SAP, SCI, and other protected materials.
Ensure at least two qualified Information Security personnel are certified to operate applicable destruction equipment, including the SEM Model 23/5 disintegrator.
Process reported and suspected security incidents in accordance with local policy.
Conduct preliminary inquiries and maintain electronic and hard-copy incident files.
Coordinate with IT, DISA, and other stakeholders as directed by the COR to sanitize systems, printers, and other equipment.
Prepare notifications, reports, and supporting documentation.
Identify security incident trends and recommend corrective actions.
Assist with the development and maintenance of Security Classification Guides (SCGs).
Maintain the USSOUTHCOM SCG library.
Assist with prepublication and security reviews.
Provide recommendations and identify classified equities requiring referral to other organizations or agencies.
Implement and maintain the USSOUTHCOM CUI Program.
Collect program data and evaluate CUI marking compliance through sampling and internal reviews.
Document assessment results and recommend corrective actions.
Conduct preliminary inquiries as required.
Ensure CUI information is appropriately identified and marked.
Maintain required CUI program documentation and records.
Collect and validate classification management data on a quarterly basis.
Identify and resolve discrepancies in classification reporting data.
Maintain databases and spreadsheets supporting the Annual Agency Classification Management Report and associated data calls.
Prepare accurate data and supporting documentation for government review.
Support the USSOUTHCOM Industrial Security Program in accordance with DoD and USSOUTHCOM policies.
Assist with maintaining and executing the USSOUTHCOM NATO SECRET Sub-Registry.
Provide support to the NATO SECRET Sub-Registry Program Manager and designated control points.
Execute a comprehensive Security Education, Training, and Awareness (SETA) program.
Provide newcomer orientation, annual security training, refresher training, and security awareness activities.
Develop and distribute Computer-Based Training (CBT) materials, presentations, pamphlets, newsletters, and other awareness materials.
Track training completion and provide periodic training completion statistics.
Develop and deliver security training to foreign personnel as required.
Provide technical and administrative support to the Government Point of Contact (POC) for security matters involving Foreign Liaison Officers (FLOs) and Executive Officers (EXOs).
Support information sharing, escorts, access requests, and related foreign personnel activities.
Process foreign visits, security clearances, and computer access requests.
Recommend authorization or denial of classified information releases in accordance with applicable regulations.
Support the development and implementation of policies governing classified information transfers to foreign partners.
Maintain records of disclosure authorizations, access requests, and related activities.
Prepare briefings, staff papers, reports, and responses for senior leadership concerning security and foreign disclosure matters.
Support FLO/EXO activities during standard working hours and as required based on mission requirements.
Maintain required foreign disclosure training and certifications.
Support the USSOUTHCOM Physical Security Program, including evaluations, random checks, and compliance inspections.
Assist with personnel security and access control activities.
Process foreign visits, security clearance-related actions, and computer access requests.
Conduct security walk-throughs and physical security inspections.
Coordinate with Intelligence Community organizations and USSOUTHCOM directorates to facilitate security-related collaboration.
Develop and maintain an internal quality control and review program to ensure services are performed in accordance with accepted government practices.
Identify, prevent, track, and correct defective casework.
Maintain a log of substantive errors and unacceptable review findings.
Monitor corrective actions and ensure deficiencies are addressed.
Recommend updates to existing security procedures and draft new procedures for government approval.
