Requirements

Bachelor’s degree in civil engineering or related field required
10 or more years of experience in water and wastewater infrastructure projects
Registered as a PE in the State of Florida
Proven experience with planning, development, implementation, and management of a sanitary sewer I&I reduction programs
Ability to prioritize tasks and to delegate as appropriate
Relevant technical expertise
Strong interpersonal and customer service skills
Strong written and oral communication skills
Excellent time management skills with a proven ability to meet deadlines
Excellent analytical and critical thinking skills

Negotiation of Sewer Consent Orders is preferred
NASSCO Certification preferred

Responsibilities

Lead the planning, development, implementation, and management of a comprehensive, on-going city-wide sanitary sewer I&I reduction program.
Oversee program development of policy updates related to I&I reduction.
Manage data collection & analysis, flow monitoring, strategic I&I assessment & reduction plan, community outreach, sanitary sewer evaluation surveys (SSES) including smoke testing, manhole inspections, night flow isolation and targeted CCTV, cost-effective corrective action plans, bidding assistance and CEI support.
Assist the client in successfully achieving the program’s goal of: identifying, mitigating, and preventing excess water from entering the sanitary sewer system.
Management and oversight of: SSES; I&I mitigation night flow testing, GPDIM calculations, night flow isolation, smoke testing; I&I repair analysis and prioritization; construction administration & inspection services.
Coordinate effectively with multiple client departments, the program team, and subconsultants to support and deliver program-related tasks.
Prepare and/or supervise and review engineering reports, opinions of probable cost and recommendations.
Maintain and supervise completed project files and proper document control.
Coordinate and manage complete project life cycle from assessment, to planning, procurement, and construction.
Project/program management, administration, invoicing and resources management.
