About The Position

The Undersea System Division (USD) is seeking a skilled and detail-oriented Industrial Security Representative to join our team in San Diego, CA, in support of a U.S. Navy contract. The ideal candidate will have expertise in facility security, sensitive material management, and personnel security administration. In this role, the selected candidate will support the safeguarding of customer industrial installations, including the protection and management of classified information and equipment developed by or entrusted to the organization. This position requires a thorough understanding of security policies, procedures, and oversight requirements related to the classification, access, handling, storage, and destruction of classified and sensitive materials. Responsibilities may also include analyzing security requirements and developing or implementing processes to ensure compliance with applicable federal laws, regulations, and directives governing information and material management. Additional duties include administering security processes for both foreign and domestic visitor access, supporting personnel security for special and restricted access programs, conducting security briefings and debriefings, and maintaining required security records within classified environments. Periodic travel may be required to support project activities. This is a full-time position, onsite at NIWC PAC Bayside, operating on a 9/80B schedule aligned with the government customer’s work schedule.

Requirements

  • Bachelor’s degree in a related field, or 4–8 years of relevant experience; Master’s degree with 2–6 years of experience also acceptable
  • Hands-on experience with Collateral and SCIF facility security policies and procedures
  • Strong understanding of DoD and Intelligence Community (IC) security requirements, including application of ICD 705 and NISPOM guidance
  • Knowledge of Access Control Systems (ACS) and Intrusion Detection Systems (IDS)
  • Ability to interpret and apply government security policies to program operations
  • Experience conducting Top Secret indoctrinations and refresher briefings
  • Active Top Secret clearance with current SCI eligibility required

Nice To Haves

  • Certifications such as Contractor Special Security Officer (CSSO), Facility Security Officer (FSO), or COMSEC Custodian
  • Experience developing and implementing security Standard Operating Procedures (SOPs) and emergency action plans
  • Affiliation with professional industrial security organizations

Responsibilities

  • Support the day-to-day management and execution of the facility’s Collateral and SCI security programs across primary spaces and subordinate SCIFs
  • Assist in developing and implementing secure space plans to meet evolving project requirements and facility expansion
  • Maintain compliance with applicable Collateral and SCI directives, regulations, and guidelines to support SSO responsibilities
  • Ensure proper accountability, control, transmission, transport, packaging, and safeguarding of SCI materials
  • Oversee the authorized destruction of SCI in accordance with CMCC-approved methods
  • Serve as a backup COMSEC Custodian for designated customer spaces
  • Maintain SCIF and communications system accreditation documentation under organizational security oversight
  • Manage visitor access and personnel movement within secure facilities, including preparing spaces for meetings and enforcing security protocols (e.g., electronic device restrictions, container accountability logs)
  • Partner with the Command SSO to support the administration and maintenance of classified IT systems
  • Coordinate visit requests, secure video teleconferences (SVTC), and all aspects of visitor management for customer-designated secure areas
