The Industrial-Organizational Psychologist – Strategic Workforce Planning and Analytics Subject Matter Expert (SME) provides expert-level technical support to Department of Defense (DoD) Human Capital Management initiatives. Working under the direction of the Strategic Workforce Planning and Analytics Lead, the SME applies advanced Industrial-Organizational Psychology principles to support strategic workforce planning, workforce analytics, organizational effectiveness, and enterprise transformation initiatives. The SME serves as a trusted technical advisor, conducting research, workforce analyses, benchmarking studies, and organizational assessments while developing high-quality products that support executive decision-making. This position collaborates closely with government stakeholders to improve organizational performance and align workforce strategies with mission requirements.

Requirements

  • Master's degree in Industrial-Organizational Psychology, Organizational Psychology, Organizational Development, Human Resources, Behavioral Science, or a closely related field.
  • Relevant professional experience may be considered in lieu of advanced education where contractually permissible.
  • Must be a U.S. Citizen
  • Ability to occasionally travel
  • Active Secret Security Clearance (Required)
  • Experience applying Industrial-Organizational Psychology principles within federal or Department of Defense organizations preferred.
  • Experience supporting strategic workforce planning or human capital initiatives.
  • Experience conducting workforce analytics, organizational assessments, and research.
  • Experience developing executive-level reports, presentations, and recommendations.
  • Experience supporting organizational transformation or change management initiatives.
  • Expert knowledge of Industrial-Organizational Psychology theories, principles, methodologies, and best practices.
  • Strong understanding of organizational effectiveness and human capital strategy.
  • Demonstrated expertise supporting multiple human capital functional areas, including: Strategic Workforce Planning, Organizational Development, Performance Management, Recruitment and Retention, Employee Development, Organizational Design, Policy Development, Talent Management, Change Management.
  • Advanced proficiency with Microsoft Office Suite: Excel, PowerPoint, Word, Microsoft Project.
  • Experience with Microsoft SharePoint (preferred)

Responsibilities

  • Provide subject matter expertise in Industrial-Organizational Psychology and strategic human capital management.
  • Conduct workforce planning analyses, organizational assessments, trend analyses, and workforce forecasting.
  • Research and apply best practices in organizational effectiveness, workforce planning, and talent management.
  • Develop reports, executive briefings, white papers, standard operating procedures, job aids, process documentation, and technical recommendations.
  • Support the development and enhancement of Human Capital Management programs, including: Strategic Workforce Planning, Organizational Design, Performance Management, Recruitment and Retention, Employee Onboarding, Career and Professional Development, Employee Recognition Programs, Human Capital Policy Development, Pay Pool Management.
  • Assist with organizational change initiatives by developing communication materials, transition plans, and implementation strategies.
  • Benchmark government and industry human capital practices to identify innovative solutions and continuous improvement opportunities.
  • Analyze qualitative and quantitative workforce data to identify trends, risks, and strategic recommendations.
  • Support project planning, execution, and tracking across multiple human capital initiatives.
  • Facilitate meetings, focus groups, workshops, and stakeholder sessions as required.
  • Review and edit technical documents for quality, consistency, and accuracy.
  • Support executive leadership by preparing presentations and briefing materials.
  • Collaborate effectively with cross-functional government and contractor teams.
