About The Position

This position is within the Division of Maintenance and Operations and Traffic Operations Branch of the Colorado Department of Transportation (CDOT). The Traffic Operations Services Branch exists to improve the safety and efficiency of Colorado’s transportation system through institutionalized and forward leaning real-time operational excellence. This is accomplished through two primary program areas, the Operation Centers program and the Incident Response program. The Operation Centers program is focused on providing credible, real-time information to the department, first responders, and public. The Incident Response program is focused on providing expert traffic incident management, reduce roadway impacts, and protect the lives of motorists and responders through coordinated and efficient incident response. The Incident Response Team (IRT) member utilizes a unique skill set within the Colorado Department of Transportation (CDOT) and is required to achieve identified performance measures. The incumbent in this position will provide specific knowledge and expertise as it relates to incident command, communication, collaboration, and coordination with multiple (outside) agencies, as well as internal partners in a real-time environment with real consequences. IRT members will be comfortable operating under compressed timeframes with increasing barriers to situational awareness, e.g., stress, limited information, etc.in order to develop an achievable action plan.

Requirements

  • Four (4) years of relevant experience in Crisis Management, Traffic Incident Management, Emergency Response, Emergency Management, Communication, Management or an occupation related to the work assigned to the position AND Three (3) years of professional experience in Incident Command or Traffic Management
  • A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years
  • Education in Crisis Management, Emergency Management, Communication, Management or a related field
  • Experience in Incident Command or Traffic Management
  • Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks.
  • A current valid driver's license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.

Responsibilities

  • Provide knowledge and expertise in Traffic Incident Management (TIM) to communicate, coordinate, and collaborate with partner agencies to bring closure to roadway incidents and return operations to normal status based on time of day and year efficiently and effectively.
  • Collaborate with leaders across CDOT to contribute to the achievement of CDOT’s mobility operations objectives and leading regional real-time operations by supporting the regional operations systems, processes and guidelines that maximize operational control measures, messaging, and response needed through collaboration with stakeholders to implement selected and defined safety and operational measures.
  • Observe traffic and respond to traffic related incidents.
  • Provide incident support to safely, effectively, efficiently restore normal traffic to the area.
  • Possess incident clearance authority for routine congestion related non-injury/fire accidents.
  • Has authority to direct Maintenance Personnel, Safety Patrol and Heavy Tow contractors to achieve incident stabilization and return the roadway to normal operations.
  • Coordinate safety patrol resources assigned to specific geographical areas of operation.
  • Coordinate with other departments and staff to develop a comprehensive strategy for managing special events.
  • Respond to large scale incident/disasters statewide.
  • Support the integration of evolving technology into a highly functional Operations Center.
  • Work and plan with Maintenance patrols for emergency road repairs and traffic control.
  • Detect and verify incidents across the region, and then messaging appropriately.
  • Coordinate with available resources in the field, likely across agencies, to address the incident(s) occurred.
  • Assist in developing and communicating comprehensive action plans in response to more significant events, like multiple road closures in a heavy storm, to all the appropriate stakeholders.
  • Support the planning, implementing, and managing of planned, unplanned and/or emergency events on the State’s transportation network, such as Winter Operations, Ride the Rockies, natural disasters, local area protests etc.
  • Work with the DOT Office of Emergency Management, CDOT maintenance sections, CDOT Regions, law enforcement agencies, safety, and local agencies in establishing policies, procedures and processes that will result in effective management of the events.
  • Support implementation of evacuation routes, assisting travelling public with information, and coordination with multiple internal and external stakeholders, etc.
