About The Position

This position is for immediate fill and requires a MANDATORY TOP SECRET / SCI Security Clearance. The Analyst shall conduct MULTI-INT triage, research, exploitation, organization, prioritization, analysis production, and dissemination in accordance with Government priorities, policies, and Standard Operating Procedures (SOP). The role provides expertise in all facets of Identity Intelligence (I2) analysis, including triage, research, exploitation, analysis, production, and dissemination of Biometric, Forensic, Face & Image Analysis, Cellular Exploitation (CELLEX), Document and Media Exploitation (DOMEX) derived products, and I2 training. The Analyst will develop products such as finished intelligence, biometric/biographic-related analysis reports, SIGINT or CELLEX-related analysis reports, DOMEX derived reports, All-source analysis reports, analytic briefings, RFI responses, training material, and future analytical products. The position involves exploiting identity-related information, all-source/multi-intelligence information, cellular-derived information, and Signals Intelligence (SIGINT) to extract additional information using advanced analytic tools and methods to produce All-Source intelligence products within a 24/7/365-366 shift environment. Utilization of DONISIS, BI2R, or other future systems and repositories for research and exploitation is required. Information within reports must be intelligible, cogent, comprehensive, understandable, and adhere to proper syntax, formatting, and classifications. The role requires a working knowledge and application of Identity Intelligence technical subject matter expertise of Electronic Fingerprint Transaction (EFT) files, Originating Identifiers (ORIs), Transaction Control Numbers (TCNs), Biometric Identifiers (BIDs), and other I2 biometric-related information. Support is required for the management of DoD Biometric-Enabled Watchlist (BEWL) and National Level Watchlisting operations, including encounter management, nomination support, change requests, removal requests, RFIs, and other future BEWL or Watchlisting products at the DoD and National Levels. The Analyst will triage, research, exploit, analyze, produce, and disseminate I2 information to support national level watchlisting, operationalizing the output of biometric or forensic-enabled intelligence (BEI/FEI) and identity intelligence (I2) derived data to fulfill the DoD component of Homeland Security Presidential Directives 6, 11, and 24. Coordination of reach back I2 support for deployed forces and performance of supporting tasks to successfully execute the I2 mission are essential. The role provides tactical, operational, and national-level I2 support to all conventional USMC forces, as well as Government approved partner forces, up to 24/7/365-366 for all CONUS and OCONUS operations. Management and exploitation of I2 information using tools including Microsoft Office Suite, and various other tools and databases is required. Case management for all Department of Navy Identification and Screening Information System (DONISIS) submissions, monitoring shared inboxes, and forwarding pertinent emails to I2AC leadership are key responsibilities. Coordination with other organizations such as DFBA, NGIC, NCIS, and FBI SIU is expected. Application of forensics methodologies and analytical processes to identify, extract, exploit, and disseminate I2 information from documents and media seized during military operations, including extracting facial images from media for further exploitation, is required. Establishing a process for continually improving the selection and prioritization of files/documents to identify those with high potential for yielding relevant information, and maintaining a record of documents reviewed, are also part of the role. Assessment of identity attributes in images and videos to achieve identity resolution for persons of interest to USMC and partner forces, including 1:N searches, 1:1 comparison, image optimization, image/video authentication, metadata analysis, and identifying geolocations, is necessary. Open source and classified research for high-quality images & videos, utilization of facial recognition enabled software and databases, and maintaining collaborative relationships with other Facial Identification (FI) enabled organizations are expected. Production and dissemination of Facial Comparison Analysis Reports (FCAR) or Media Exploitation (MEDEX) Rollups are required. Shift work will be at the discretion of I2 Branch supervisors/leadership. Production and delivery of reports, written intelligence assessments, and briefings to support consumers at the tactical, operational, and strategic level as assigned. Written products will meet Intelligence Community Standards (e.g., ICD 203, 206, 208) and MCIA standards and adhere to MCIA production and review processes. A well-qualified analyst demonstrates comprehensive mission knowledge and skills, the ability to communicate understanding from complex information, structure analysis based on trends, work independently with minimal oversight, collaborate with IC members, develop concise and insightful products, lead teams, provide guidance in analytic methodologies, and use argument evaluation and validated analytic methodologies to challenge differing perspectives.

Requirements

MANDATORY TOP SECRET / SCI Security Clearance
At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
Bachelors degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.

Responsibilities
