About The Position

Spektrum supports apex purchasers (NATO, UN, EU, and National Government and Defence) and their Tier 1 supplier ecosystem with a wide range of specialist services. We provide our clients with professional services, specialized aerospace and defence sales, delivery, and operational subject matter expertise. We are looking for personnel to join our team and support key client projects. The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium. The NCIA provides a wide range of services, including Cyber Security, Command and Control Systems, Satellite Communications, Electronic Warfare, and Information Management. The program Assistance and Advisory Service (AAS) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V. To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain a high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Requirements

  • Extensive experience managing and administering COI/FAS systems, including support to NATO exercises and ensuring interoperability across commands
  • Strong expertise in Windows and Linux server administration, system configuration, performance tuning, and security hardening
  • Advanced database management skills (Microsoft SQL Server, Oracle) and enterprise IT services (DNS, DHCP, AD, GPO, ADFS)
  • Proficiency in scripting (PowerShell, Python, Bash, JavaScript) for automation and operational efficiency
  • Proven troubleshooting, system optimization, and end-user support capabilities in mission-critical environments
  • SME-level knowledge of NATO C2 systems, ICT architectures, cybersecurity practices, and experience working in multinational environments
  • A thorough knowledge of English, both written and spoken, is essential
  • Valid National or NATO Secret personal security clearance

Responsibilities

  • Administer COI/FAS systems, ensuring availability, performance, and compliance with Service Level Agreements
  • Configure, maintain, and optimize Windows/Linux servers, databases (SQL/Oracle), and supporting enterprise services (e.g., DNS, DHCP, AD, GPO, ADFS)
  • Provide technical guidance and ensuring interoperability for FAS and C2 systems
  • Monitor, troubleshoot, and resolve system, application, and database incidents in a timely manner
  • Support execution of NATO exercises by implementing and adapting system configurations
  • Automate administrative and operational tasks using scripting tools to improve efficiency
  • Perform system maintenance, updates, and security hardening, including vulnerability identification and mitigation
  • Provide technical support to end-users and coordinate with stakeholders across multiple domains
  • Document configurations, procedures, and best practices to ensure continuity and knowledge sharing
