About The Position

The HVAC Technician performs preventive maintenance (PM), unscheduled/corrective maintenance, troubleshooting, repair, and operational support of heating, ventilation, air-conditioning, refrigeration, hydronic, and building automation systems supporting U.S. Naval Hospital Branch Clinic facilities. The technician is responsible for maintaining HVAC systems in a safe, reliable, and efficient operating condition while supporting the environmental requirements of an active healthcare facility. Work includes chillers, boilers, hot-water and chilled-water systems, air-handling equipment, terminal units, Building Automation Systems (BAS), controls, pumps, and associated mechanical equipment. The HVAC Technician shall perform work in accordance with contract requirements, manufacturer recommendations, applicable codes and standards, safety requirements, and established facility maintenance procedures.

Requirements

  • High school diploma or equivalent.
  • Formal HVAC/R technical training, apprenticeship, military technical training, or equivalent combination of education and field experience.
  • Demonstrated experience troubleshooting commercial HVAC systems.
  • Working knowledge of chillers, boilers, hydronic systems, AHUs, VAVs, pumps, VFDs, controls, and commercial HVAC equipment.
  • Ability to read mechanical drawings, control diagrams, electrical schematics, equipment manuals, and sequence-of-operation documentation.
  • Ability to use HVAC diagnostic instruments including digital multimeters, clamp meters, refrigerant gauges, temperature instruments, manometers, and other applicable test equipment.
  • Ability to independently diagnose mechanical, electrical, refrigeration, and control-system faults.
  • Ability to use computers, CMMS software, BAS interfaces, and standard electronic documentation systems.
  • Ability to communicate clearly with supervisors, facility personnel, subcontractors, and other maintenance personnel.

Responsibilities

  • Perform scheduled preventive maintenance on HVAC and mechanical systems in accordance with the approved maintenance program, manufacturer requirements, and contract requirements.
  • Inspect, service, clean, adjust, lubricate, test, and document HVAC equipment and associated components.
  • Perform preventive maintenance on: Air-cooled and water-cooled chillers, Boilers and heating-water systems, Chilled-water and hot-water pumps, Air Handling Units (AHUs), Fan Coil Units (FCUs), Variable Air Volume (VAV) terminal units, Exhaust and ventilation systems, Variable Frequency Drives (VFDs), Heat exchangers, Cooling towers, where applicable, Expansion tanks and air separators, Control valves and actuators, Dampers and damper actuators, Temperature, humidity, pressure, differential-pressure, and flow sensors, Building Automation System components and field controls, Refrigeration and DX equipment, Associated piping, valves, strainers, insulation, and mechanical components.
  • Inspect belts, bearings, motors, filters, coils, drains, traps, dampers, valves, actuators, and electrical/control components.
  • Record operating conditions including temperatures, pressures, amperage, voltage, refrigerant conditions, differential pressures, flow conditions, and other required equipment readings.
  • Identify deteriorated equipment and conditions requiring corrective maintenance before equipment failure occurs.
  • Respond to HVAC service calls, equipment failures, alarms, temperature complaints, and other unscheduled maintenance requirements.
  • Diagnose mechanical, electrical, refrigeration, hydronic, pneumatic, and electronic-control problems.
  • Repair or replace failed components including motors, bearings, belts, contactors, relays, sensors, actuators, valves, thermostats, controllers, pumps, and other HVAC components.
  • Restore equipment to normal operation following repairs and verify proper system performance.
  • Respond appropriately to urgent HVAC failures affecting patient-care spaces, laboratories, pharmacies, dental areas, administrative spaces, and other critical clinic functions.
  • Coordinate outages and equipment shutdowns with facility management when maintenance activities could affect clinic operations.
  • Operate, inspect, troubleshoot, and maintain chilled-water systems and associated equipment.
  • Evaluate chilled-water supply and return temperatures, differential pressure, flow, pump operation, control-valve position, and system performance.
  • Troubleshoot low-flow, high-pressure, low-pressure, freeze protection, temperature, and other chiller alarms and operating conditions.
  • Inspect and maintain chilled-water and hot-water pumps, strainers, valves, expansion tanks, air separators, and related components.
  • Identify air-bound systems, restricted flow, failed valves, pump problems, control issues, and other hydronic-system deficiencies.
  • Perform or assist with refrigerant recovery, evacuation, charging, leak detection, and refrigeration-system repairs when qualified and authorized.
  • Inspect, operate, troubleshoot, and maintain boilers and associated heating-water systems.
  • Verify proper burner operation, operating temperatures, pressures, pumps, safeties, controls, and sequencing.
  • Troubleshoot heating-water circulation and temperature-control problems.
  • Inspect and maintain pumps, control valves, expansion tanks, heat exchangers, and associated piping and controls.
  • Verify proper operation of equipment safety devices following maintenance or repair.
  • Use the Building Automation System to monitor HVAC equipment, alarms, temperatures, pressures, equipment status, trends, and system performance.
  • Troubleshoot BAS-controlled equipment including AHUs, VAVs, pumps, chillers, boilers, exhaust systems, and associated field devices.
  • Diagnose problems involving sensors, controllers, relays, actuators, control valves, dampers, communication devices, and control sequences.
  • Verify commanded versus actual equipment operation.
  • Review BAS trends to identify intermittent faults and performance problems.
  • Make approved setpoint and control adjustments within established operating parameters.
  • Coordinate higher-level BAS programming or network issues with controls specialists when required.
  • Inspect and troubleshoot AHUs, VAVs, FCUs, exhaust fans, supply fans, return fans, and other air-distribution equipment.
  • Evaluate airflow, static pressure, filter differential pressure, supply-air temperature, return-air temperature, and space conditions.
  • Troubleshoot airflow complaints, temperature-control problems, failed dampers, VAV operation, duct-system issues, and ventilation deficiencies.
  • Verify proper operation of outside-air, return-air, exhaust-air, and economizer dampers where applicable.
  • Support proper temperature, humidity, ventilation, and pressure relationships required for healthcare spaces.
  • Protect patients, staff, visitors, and clinical operations while performing maintenance.
  • Follow applicable Infection Control Risk Assessment (ICRA) and infection-prevention procedures when maintenance activities may generate dust, debris, aerosols, or otherwise affect patient-care areas.
  • Maintain appropriate HVAC operation for areas requiring specific temperature, humidity, ventilation, filtration, or pressure relationships.
  • Immediately report HVAC conditions that could negatively affect patient safety, infection control, critical equipment, pharmaceuticals, or clinical operations.
  • Coordinate disruptive maintenance activities and shutdowns with the appropriate facility representatives.
  • Maintain clean and controlled work areas and restore affected spaces following completion of work.
  • Receive, perform, update, and close preventive and corrective maintenance work orders through the approved Computerized Maintenance Management System (CMMS).
  • Accurately document labor, materials, equipment condition, troubleshooting performed, repairs completed, and final operating status.
  • Record required PM measurements and inspection results.
  • Identify deficiencies requiring follow-up repair, replacement, engineering evaluation, or additional funding.
  • Maintain equipment maintenance histories sufficient to support recurring-failure analysis and lifecycle planning.
  • Immediately report significant equipment failures or conditions affecting facility operations to the Maintenance Manager or designated supervisor.
  • Perform work in accordance with applicable OSHA requirements, Navy safety requirements, site-specific safety plans, and contract procedures.
  • Follow Lockout/Tagout (LOTO) requirements before servicing equipment where hazardous energy is present.
  • Properly use required Personal Protective Equipment (PPE).
  • Follow electrical safety, confined-space, ladder, fall-protection, hot-work, and refrigerant-handling requirements as applicable.
  • Maintain safe mechanical rooms and work areas.
  • Handle refrigerants in accordance with applicable EPA requirements.
  • Immediately report unsafe conditions, equipment deficiencies, leaks, and environmental concerns.
