About The Position

The HVAC Technician I and II performs skilled technical work in the operation, maintenance, and repair of refrigeration, air conditioning, and heating equipment at various City facilities. This work is performed under close supervision – the incumbent is assigned duties according to specified procedures and receives detailed instructions; work is checked frequently and is reviewed through observation, completion of work orders, and review of results achieved.

Requirements

High School Diploma or equivalent.
HVAC Technician I: Minimum of one years of experience in the operation and maintenance of refrigeration and air conditioning systems.
HVAC Technician II: Minimum of three years of experience in the operation and maintenance of refrigeration and air conditioning systems.
Possess and maintain a valid State of Florida Driver’s License, Class E or higher.
Must possess Universal EPA Section 608 certification; OR Type I EPA Section 608 certification AND Type II EPA Section 608 certification.
HVAC Technician I: Must possess Universal EPA Section 608 certification; OR Type I EPA Section 608 certification AND Type II EPA Section 608 certification; OR Type I EPA Section 608 certification at date of hire with the ability to obtain Type II EPA Section 608 certification within 2 months of hire.
Within 90 days of employment, must be able to pass the P-card test and be responsible for any p-card issued.
General knowledge of departmental and municipal rules, regulations, policies, and procedures.
General knowledge of occupational hazards, safety rules, and practices of the work.
Ability to perform a variety of semi-skilled manual tasks.
Ability to use a variety of hand, power, and small engine tools.
Ability to operate equipment and vehicles in a safe manner under various conditions.
Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
Ability to demonstrate proficiency in the City of Winter Park Core Competencies.
Ability to understand and follow oral and written instructions and keep accurate records.
Ability to read and interpret test and balance studies (HVAC Technician II).
Ability to ascend/descend stairs, scaffolds, and ladders.
Ability to traverse about a variety of environments and obstacles throughout the city, with or without reasonable accommodation.
Ability to remain stationary at job sites for extended periods of time and repetitively operate related equipment for repairs/maintenance.
Ability to position oneself to work in confined or difficult-to-reach spaces.
Ability to manipulate objects, demonstrate small, precise movements, and operate necessary equipment such as small hand and power tools repetitively or continuously.

Responsibilities

Operates, maintains, and repairs food refrigeration, water cooling, and air conditioning units and equipment by repairing, replacing, or adjusting worn or broken parts on condensers, compressors, and water and vacuum pumps; tests equipment for refrigerant leaks, repairs or adjusts valves, piping connections, fittings and couplings; tests and calibrates sensors with certified calibration tools.
Inspects and adjusts refrigeration, air conditioning, and heating equipment and controls to ensure efficient operations.
Maintains and repairs heating systems.
Monitors and controls BAS using Tracer and or other systems.
Assists with maintenance and repair duties including; painting, carpentry and masonry work, minor electrical and plumbing maintenance.
May assist with installation of new air conditioning and refrigeration units and run necessary duct work.
Interprets technical drawings to ensure field equipment is installed and functioning properly.
Performs complex HVAC-related tasks including updating controls.
Inspects, maintains, and repairs DX units and chilled water systems.
Uses software tools from the BAS to modify/adjust analog and binary points.
Cleans and inspects sensor housing and removes any debris impacting such.
Reviews and tests after inspection for proper air and water flow operations.
Identifies, evaluates, and makes recommendations related to equipment conditions in order to prevent and/or minimize equipment failures and downtime.
Directs and works in conjunction with contracted service providers for related HVAC systems, diagnostics, repairs, and replacements.
Participates in major HVAC component replacement and evaluation of complex system problems.
Performs seasonal overhauls and transitions of systems to and from heating/cooling.
Ensures proper care in the use and maintenance of equipment and supplies; promotes continuous improvement of workplace safety and environmental practices.
Manages HVAC Projects including: overseeing HVAC installation and maintenance contractors; coordinating with contractors and industry professionals to diagnose, troubleshoot, and provide recommendations for unit replacement and or efficiency gains.
Coordinates with HVAC controls contractor to determine inadequacies and plan for future improvements.
Updates and keeps records for all HVAC units, including service history and warranties.
Manages other projects as assigned utilizing the following project steps: project initiation, project planning, project execution, project monitoring and control, and closing.
