About The Position

A vacancy exists in the Bureau of Communicable Disease & Environmental, Department of Health and Human Services. A list of eligible applicants will be established based on the examination as outlined below. Current and future vacancies occurring in any Office or Department of Baltimore County General Government may be filled from the list of eligible applicants. All interested transfer and promotional candidates must apply at this time. List all promotions and changes in job duties due to reclassification as separate work experience on your application. Requirements

  • Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science.
  • At least four years' experience providing human services, such as intake/referral, counseling or educating, which includes one year in a supervisory capacity.
  • Knowledge of the methods and practices used in the prevention and control of communicable diseases.
  • Knowledge of applied epidemiology and the etiology of communicable diseases.
  • Knowledge of public health education methods and practices.
  • Skill in the investigation, documentation, research, and reporting of communicable disease outbreaks.
  • Skill in interviewing patients.
  • Skill in conducting epidemiological surveys.
  • Skill in the preparation and presentation of reports and educational programs.
  • Skill in the evaluation and interpretation of epidemiological and statistical data pertaining to the control of communicable diseases.
  • Skill in interpreting and implementing program policies and procedures.
  • Good interpersonal skills.
  • Ability to supervise professional and support staff.
  • Ability to coordinate public health programs.
  • Ability to establish and maintain effective working relationships with associates, health agencies, physicians, individuals, and the public.
  • Ability to present information clearly and concisely orally and in writing.
  • Ability to use electronic databases, presentation software, and other computer software packages.
  • Ability to identify community needs and to design and implement programs which meet these needs.
  • Ability to monitor program service delivery and to evaluate and modify same.

  • Knowledge of County and Departmental rules, regulations, policies, and procedures.
  • Knowledge of State, Federal, and local laws pertaining to communicable diseases.
  • Knowledge of treatment programs and facilities provided by the Department and other local health agencies.

  • Skill in identifying community needs and in designing and implementing programs which meet these needs.

  • Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.
  • Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education.
  • Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.

Responsibilities

  • Under direction, coordinates and supervises a public health program associated with the investigation, prevention, detection, and control of communicable diseases.
  • Provides administrative supervision to public health staff.
  • Under supervision, coordinates and supervises a unit or branch within a multifaceted communicable disease control program.
  • Assists in developing program policies and procedures and supervises their implementation.
  • Coordinates the activities of the unit with the work of the program and the work of other programs and health care entities.
  • Supervises professional staff.
  • Assigns, monitors, and reviews outbreak investigations.
  • Supervises and conducts epidemiological investigations of suspected communicable disease outbreaks.
  • Responsible for the surveillance of communicable diseases.
  • Assists with the collection and statistical analysis of data regarding the program’s initiatives.
  • Evaluates overall program effectiveness and recommends modifications as necessary.
  • Handles difficult or unusual outbreaks and resolves client complaints.
  • Assists in the hiring, onboarding, and training of staff.
  • Provides program and outbreak consultation to other community agencies or organizations regarding disease transmission and mandatory reporting requirements for designated communicable diseases.
  • Performs other related duties as required.

Benefits

  • Some positions may require satisfactory completion of County sponsored CPR and First Aid training. These positions must maintain certification throughout employment.
