About The Position

This position is located in the Division of Resource Families and Licensing. The Human Services Facility Inspector performs fire safety inspections to ensure compliance with fire safety standards in state and federal codes, laws, regulations, and policies, specifically within child care facilities. This includes inspecting foster homes, group homes, and day care homes to verify that construction, use, occupancy, and maintenance align with established standards and laws. The role also involves inspecting fire protective equipment, heating units, exit lights, doors, fire escapes, window grills, and structural aspects of buildings for potential fire hazards. Additionally, the inspector will investigate complaints regarding fire safety violations, prepare detailed reports of findings, establish correction timeframes, and re-inspect to ensure compliance. Consultation and recommendations for improvements to meet standards are also part of the duties, as is testifying at hearings and in court regarding fire safety conformity.

Requirements

  • Thorough knowledge of the practices, techniques and principles of fire safety inspections in order to ensure compliance with fire safety standards.
  • Knowledge of pertinent state and federal codes, laws, regulations and policies concerning single family dwellings and apartments used as foster homes and facilities used as group homes.
  • Ability to prepare written reports.
  • Ability to assist building owners or tenants in bringing their buildings into conformance with the fire safety standards.
  • Employment performing fire safety inspections.
  • Ability to inspect fire protective equipment, heating units, exit lights, doors, fire escapes, window grills, and all structural aspects of buildings for possible fire safety hazards.
  • Excellent customer service skills.
  • Strong organizational skills to manage and organize their own schedule to ensure inspections are met timely.
  • Ability to climb stairs; homes may be 3 story, multi-family, and have basements and/or attics.

Nice To Haves

  • Background in fire codes and/or lead safety is required.
  • Post onboarding with the Department, this person will be required to be certified as a lead inspector if one does not have such current certification at the time of hire.

Responsibilities

  • Perform fire safety inspections for the purpose of ensuring compliance with fire safety standards in state and federal codes, laws, regulations and policies in the area of child care facilities.
  • Inspect foster homes, group homes and day care homes throughout the state to determine if construction, use, occupancy and maintenance are in accordance with established standards and laws.
  • Inspect fire protective equipment, heating units, exit lights, doors, fire escapes, window grills, and all structural aspects of buildings for possible fire safety hazards.
  • Investigate complaints regarding violations of established fire safety standards.
  • Prepare and submit written reports listing deficiencies and violations of all investigations, and to establish and enforce time frames for corrections; re-inspect as required to ensure correction has been implemented.
  • Consult and recommend to appropriate persons those improvements, alterations, modifications and/or changes required to conform to established standards.
  • Testify at hearings and in court as to the conformity of plans and buildings to established fire safety standards.
  • Perform fire and lead safety inspections for prospective and current foster care families, as required by DCYF regulation as well as Rhode Island State Law.
  • Climb stairs; homes may be 3 story, multi-family, and have basements and/or attics.
