About The Position

Make an Impact as a Human Rights Investigator Help advance equity and protect civil and human rights in the City of Saint Paul. In this role as an advanced professional with the Department of Human Rights and Equal Economic Opportunity (HREEO), you will lead complex discrimination investigations, provide subject-matter expertise, guide investigative work, and help ensure the City’s human rights protections are applied consistently and effectively. You will also contribute to public education, outreach, and improvements to policies and investigative practices. Here's what you can expect to do: Lead complex and high-profile investigations involving alleged discrimination in employment, housing, and other areas protected by federal, state, and City human rights laws. Analyze evidence, develop investigative theories, prepare findings, and recommend case outcomes, determinations, and settlement approaches. Serve as a subject-matter expert by guiding staff, reviewing case files and investigative reports, and promoting consistent, high-quality investigations. Identify emerging legal issues and recommend improvements to policies, procedures, investigative strategies, and human rights initiatives. Engage and educate the community through outreach efforts that increase awareness of civil and human rights protections and the City’s complaint process. Information Specific to this Position: This position is located at Saint Paul City Hall, 15 West Kellogg Boulevard, Saint Paul, MN 55102. You will work a hybrid schedule which is three days in-office and two from home. Fridays are worked from home. The typical schedule is 8:00a.m.-4:30p.m. Monday through Friday, and there can be some occasional evenings and weekends required for outreach and engagement events.

Requirements

Bachelor’s Degree in Civil Rights, Human Rights, Social Work, Public Policy, Public Administration, Business Administration, Human Resources, Law, or a related field and four years of progressively responsible professional experience in investigations, regulatory compliance, civil rights, human rights, Equal Employment Opportunity (EEO), or closely related professional work.
A Master’s Degree in one of the above areas or Juris Doctor may substitute up to two years of required experience.
At least two years of experience is required.
Note: A combination of education and experience to equal 8 years or more can be used to qualify for the position.
