About The Position

The Division of Child and Family Services (DCFS) is recruiting for a Human Resource Technician 3 for the payroll department in the Carson City office. The incumbent will report directly to the HR Analyst 2. The HR Technician 3, reviews Division timesheets and all payroll documents for accuracy, applies knowledge of current rules and regulations. This position creates, processes, and enters payroll related documents (including but not limited to Special Pays, hand-type check requests, retro-payments, stale claims, and overpayments, reconciled ESMT’s, prior pay period special pays, discipline related documents, Workers comp buy-back checks, and CBA related documents) into appropriate systems. They prepare these documents for submission to Central Payroll and Central Records while ensuring that State, Federal, and Division policies and procedures are being followed and understood. This position tracks, interprets, and implements change to Human Resource processes and procedures, for CBA covered employees, as well as submitting paperwork specific to CBA employees, creating logs and tracking the usage of CBA entitlements. Consult with and advise all levels of staff including Executive leadership on diverse and complex human resources functions, policies, regulations, State and Federal laws, CBA’s and Division policies. They will research and problem solve complex employee record/payroll issues and inaccuracies while working with Central Records, Central Payroll, DHRM Labor Relations Unit, PEBP and PERS. They maintain extensive electronic and paper filing systems, State mandated retention schedules, and download/format/manipulate and track multiple reports in Excel. They will support the HR Analyst 2 with FMLA, Catastrophic leave, Workman comp, Paid Family Leave, LWOP, and return to work functions. They are expected work independently while supervising the HR Technician 2. Human Resources Technicians perform a wide variety of Human Resources activities including Human Resources records processing, recruitment and examining, new hire orientation, list certification, and payroll support duties. While payroll support duties may be performed a portion of the time by Human Resources Technicians, the majority of duties involve Human Resources activities. Positions dedicated to payroll duties are appropriately classified in accounting-related series. Some positions in this series specialize in one or more Human Resources functions and others may serve in a generalist capacity. Supervisory responsibility may be assigned at any level in the series, but this responsibility does not, by itself, warrant allocation to a higher level.

Requirements

  • Graduation from high school or equivalent education and two years of technical personnel/payroll experience which included researching information, applying rules and regulations, and problem solving in areas such as recruitment and examining, payroll, interviewing and selection, and other related personnel/payroll functions; OR one year of experience as a Human Resources Technician II in Nevada State service; OR an equivalent combination of education and experience.

  • Working knowledge of Human Resources principles, practices, and methods used in recruitment, examination, selection and/or payroll; automated systems and applications typically used to support personnel and payroll.
  • Ability to perform complex Human Resources and/or payroll operations including researching rules and regulations, auditing documents, and calculating and reconciling Human Resources/payroll transactions.
  • Ability to make appropriate Human Resources decisions following agency policies and past precedents.
  • Ability to establish and maintain cooperative working relationships with all levels of management and employees.
  • Ability to work independently and follow through on assignments with minimal direction.
  • Skill in writing and composing grammatically correct job announcements, business correspondence and reports.
  • Skill in coordinating oral examination boards and/or interview and selection panels.

Responsibilities

  • Receives and reviews requests and authorization to fill a vacancy; verifies selective recruitment criteria needs and obtains approval; checks availability of existing hiring lists and/or considers alternative methods of filling vacancies according to established policies and regulations; certifies eligible hiring lists or requests certified hiring lists from centralized Human Resources; maintains accurate hiring lists by updating the Human Resources database after interview results are received, and surveying applicants for interest, availability and/or special skills.
  • Develops or assists in the development of recruitment plans; drafts job announcements; participates in outreach activities including job fairs; prepares and places advertising in newspapers, trade journals, and websites.
  • Receives and evaluates employment applications for eligibility according to required minimum qualifications and notifies applicants; schedules appropriate examination; administers or coordinates testing; processes results and notifies applicants; generates certified eligible hiring lists in accordance with pertinent statutes, rules and regulations and monitors list usage for compliance.
  • Reviews hiring packets for required approvals and documentation in accordance with Human Resources regulations; provides new hire orientation and information regarding retirement, pay schedules, insurance benefits, timekeeping, leave, and agency and State policies.
  • Processes various types of employee Human Resources transactions; enters into the Human Resources/payroll database in a live production environment, or audits transactions processed by others to ensure accuracy; participates in automated system testing as needed.
  • Researches Human Resources and payroll problems and processes corrections for overpayments, underpayments, and leave accrual and pay progression errors; determines benefit eligibility; processes and monitors Human Resources/payroll actions related to FMLA, workers’ compensation, catastrophic leave, and longevity pay.
  • Provides liaison services for employees regarding workers’ compensation; coordinates early return to work and modified duty; completes necessary forms, monitors lost time, and arranges for FMLA to run concurrently.
  • Maintains Human Resources, recruitment, and training files and records in accordance with established records retention schedules.
  • Responds to Human Resources and payroll related questions from employees, management and the public by researching applicable laws, regulations and policies; provides requested job announcements, applications, forms and other Human Resources documents as requested.
  • Conducts basic research, compiles data and assists in the preparation of final reports.
  • Performs related duties as assigned.
  • Certifies and maintains accurate hiring lists.
  • Plans and implements internal, external, and difficult recruitments, with responsibility for all aspects of the recruitment process.
  • Assists management with disciplinary/grievance issues by gathering information and facts, processing required forms and providing involved parties information, NAC/NRS references, and proper procedures during the initial stages of disciplinary actions, complaints and grievances.
  • Audits, reconciles and authorizes Human Resources/payroll documents and transactions completed by others.
  • Recommends approval/disapproval of FMLA and catastrophic leave requests.
  • Researches the most complex Human Resources/payroll issues and processes transactions such as workers’ compensation buy-backs and overpayments.
