About The Position

This position is for a Human Resources Specialist (Classification/Recruitment and Placement) within an agency that focuses on making intellectual property (IP) rights accessible to everyone. The role involves ensuring the hiring of a diverse and inclusive workforce. The physical worksite is in Alexandria, Virginia, and presence on campus is required for on-site functions. Situational telework may be available according to agency policy, with a current allowance of 52 hours per leave year. This role is ideal for someone with experience in preparing recruitment materials, analyzing and implementing HR policies, processing personnel actions using HRIS, determining eligibility and qualifications, and participating in special assignments in classification and staffing. The specialist will provide consultative advice on recruitment, placement, classification, and management in line with the Strategic Human Capital Plan, and maintain partnerships with hiring managers, offering guidance on reorganizations and personnel changes. The role also involves preparing and presenting reports and briefings.

Requirements

  • GS-11 Specialized Experience: Assisting with applying human resources staffing and recruitment principles, practices, laws, and regulations. Using human resources systems, assisting with providing advice on position classification and pay/compensation integration. Assisting with recruitment and placement to include drafting job analysis and vacancy announcements. Coding personnel actions (such as promotions, reassignments, duty station changes, etc.). Assisting with and providing advice on position classification and pay/compensation integration.
  • GS-12 Specialized Experience: Interpreting and applying human resources staffing and recruitment principles, practices, laws, and regulations to provide advisory services in recruitment and placement strategies. Reviewing, coding and processing personnel actions. Experience in organizational design, position management, restructuring, and pay/compensation integration. Participating in a project team involving HR operational process change and improvements. Experience with recruitment and placement to include drafting job analysis and vacancy announcements.

Responsibilities

  • Preparing recruitment materials, including position descriptions (PDs), job analyses, job questions, job opportunity announcements (JOAs), and certificates.
  • Analyzing, researching, and implementing policies, procedures, and management directives to provide council to employees and agency officials.
  • Coding and processing SF-52s, personnel action requests, and all documentation related to entrance on duty (EOD) using the appropriate Human Resources Information Systems.
  • Determining eligibility and qualifications and facilitating rating processes.
  • Participating in special assignments in the classification and staffing areas such as delegated examining audits and/or data cleanup efforts.
  • Providing consultative advice in the areas of recruitment, placement, position classification, and position management in line with the Strategic Human Capital Plan (SHCP) of the USPTO, OHR, and Business Units.
  • Establishing and maintaining a collaborative partnership with hiring managers in assigned business units, including providing sound advice and guidance regarding reorganizations, functional changes, and personnel changes.
  • Preparing and presenting reports and briefings on assigned organization/unit status and/or recommended actions to appropriate individuals.
