About The Position

The Army Fellows Program provides an exciting opportunity to embark on a developmental, accelerated career path as an Army Civilian including continued training and educational opportunities, with no military obligation. Fellows may also receive paid training, certifications, and rotational assignments. This position is being filled under the Direct Hire Authority for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base. This is a Civilian Human Resources Management (CHR) Career Program position aligned under the Human Capital & Resource Management (HC/RM) Career Management Directorate. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. The incumbent works under closer supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed in preparing the incumbent to gain the knowledge and skills necessary to perform the duties outlined in the aforementioned job description. The incumbent receives progressively more responsible assignments as experience and training are received to the next higher level position. At the start of this program, you will spend time in rotations to gather foundational Army civilian human resources knowledge about CHRA's business operations within recruitment and placement, labor/management employee relations, classification, HR information systems, and other functional areas. Requirements

  • Must sign a mobility agreement if selected.
  • Must sign an Army Fellows Participant Agreement if selected.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.

  • One year of specialized experience which includes gathering data or tracking common user errors to suggest minor workflow improvements; or, assisting in the implementation of HR system updates by testing; or, generating standard reports and extracting information from databases to fulfill routine data requests.
  • One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: human resources management, human relations, industrial relations, public administration, political science, business (any business field including accounting, finance, etc.), psychology, sociology, labor relations, law, communication, data analytics/science, management science, information systems/technology/cyber, mathematics, operations research, economics, statistics, government, international affairs/relations, education, and administration/management of any sort (health care admin, etc.).
  • Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/).
  • A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Responsibilities

  • Gather information on current human resources (HR) workflows and reports common system errors to help senior staff identify areas for improvement.
  • Draft initial versions of user guides, FAQs, and step-by-step instructions to help employees navigate new HR tools.
  • Assist with processing standard data requests by pulling routine reports from HR databases.
  • Support the implementation of HR system updates by testing basic features and helping users with basic navigation.
