About The Position

The Human Resources Specialist position is the lead worker of all facets of Human Resources in DOTD District 08 and will report directly to the Region 1 HR Manager. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Requirements

  • Six years of human resources experience; OR Six years of full-time experience in any field plus three years of human resources experience; OR A bachelor’s degree plus three years of human resources experience; OR An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Responsibilities

  • Serve as the primary expert and liaison between District 08 and Headquarters to oversee all regional HR programs.
  • Interpret Civil Service Rules and DOTD policies to provide strategic guidance to District management and staff.
  • Execute and audit complex personnel actions and appointments within LaGov HCM to ensure accuracy.
  • Perform biweekly payroll audits to resolve coding errors and ensure accurate employee compensation.
  • Direct the workflow of HR Analysts and provide professional coaching to ensure smooth office operations.
