About The Position

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector.
  • Specialized experience includes duties related to the following: 1) Demonstrating experience with human resources management programs; 2) Carrying out HR functions related to staffing, compensation, and classification; 3) Interpreting and applying laws and regulations related to the staffing function; 4) Interpreting and applying classification standards/guides to reach sound classification decisions; 5) Providing guidance on approaches to pay and compensation; 6) Providing strategic HR advice and guidance to senior management in order to execute HR plans.

Responsibilities

  • Provide human resources management advisory services to managers, supervisors, and employees of assigned organizations.
  • Provide expert advice and guidance to line managers in support of the classification and position management.
  • Provide expert advice and assistance to other personnel specialists relative to the interpretation of statutes, regulations, etc., associated with the staffing function.
  • Evaluate reorganization proposals and advise managers on organizational issues as well as classification and staffing considerations.
