About The Position

Grey Street Consulting, LLC (Grey Street), a leading small business provider of operational support services to Federal civilian and defense agencies, is seeking to hire a Human Resources Specialist IV to support our prospective client within the Court Services and Offender Supervision Agency (CSOSA). CSOSA has multiple locations in Washington, DC, and this position will be performed on-site, full-time at one of their locations. This position is contingent upon the award.

Requirements

  • Minimum of three years of experience performing human resource tasks for any federal Government agency.
  • Experienced in creating, modifying, and classifying position descriptions for a variety of positions at varying GS grade levels in accordance with the Office of Personnel Management’s (OPM).
  • Experienced in performing desk audits for a variety of positions at varying GS grade levels.
  • Experienced in advising managers on how to design positions for a complex organization.
  • Experienced in developing and communicating internal classification policies and procedures.
  • Experienced in developing a process that supports the consistent application of classification guidance across an organization.
  • Experienced in advising management on the accepted principles and rules of judgment in analyzing contentious and complex individual position and organization structure issues.
  • Operate a PC and phone in an office environment.
  • Work in a primarily sedentary position.
  • Perform some bending, light lifting, and carrying of equipment may be required.
  • Any additional office equipment that is required by the position.

Responsibilities

  • Prepare a new or revised position description in support of CSOSA’s program office requirements conforming to the OPM guidelines. All position descriptions shall contain a position evaluation statement and position designation tool record.
  • Prepare a statement of differences for positions with career ladders.
  • Develop position descriptions for executive positions in CSOSA using applicable federal rules, regulations and OPM guidelines in developing a position description for Senior Executive Service (SES) positions. The position description must meet both SES functional criteria, established by the Office of Personnel Management, and exceed the GS-15 grade level criteria, based on the level of duties, responsibilities, and qualifications required by the position.
  • Conduct desk audits recommending the most appropriate series, grade, and alignment in accordance with OPM classification standards and provide to the COR, when requested.
  • Provide sensitivity level designation, prepare determination of law enforcement retirement coverage, and prepare determination of Fair Labor Standards Act (FLSA) coverage for approval. All sensitivity level designations shall be prepared in accordance with 5 CFR 1400, Designation of National Security Positions, 5 CFR 731, Suitability and OPM guidelines.
  • Provide consultations and opinions on organizational proposals, including optimal structure, utilization of personnel, and effect on grades and impact on existing organization. data points or estimates). Application of these design principles should be evidenced by Consultations and opinions may be provided orally or in writing depending on the need of the COR. Consultations and Opinions shall be based on sound federal human resources facts, Federal rules and regulations, or OPM guidelines.
  • Other projects as requested, such as (but not limited to) Agency reorganization and/or realignments, human resources policy development, recruitment and staffing, payroll and benefits administration, employee development and other Federal human resources related task.
