About The Position

The Human Resources Specialist 1 duties in Bureau of Human Resources Management will include but are not limited to the following: Work with Divisions to identify staffing needs and solutions for hard-to-fill positions. Confer with agency program managers and Department of Civil Service representatives on possible actions to meet specific recruitment needs. Complete the position recruitment process including but not limited to preparing and posting job vacancies, reviewing applicant results and determining eligibility, canvassing appropriate eligible lists and reviewing hiring packets. Work with Divisions and provide assistance concerning appointments, promotions, and transfers. Assist applicants with eligibility, transfer, and appointment inquiries. Review organizational relationships and the impact of changing programs on existing positions and organizational structures. Develop and/or review requests for classifications. Assist in developing and maintaining the agency's examination process. Prepare routine HR reports and correspondence with Executive, Division Managers, Customers, etc.

Requirements

  • Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-12 or higher and otherwise eligible for transfer under Civil Service Law.
  • A list of titles approved for transfer is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/.
  • Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
  • An associate's degree may substitute for two years of experience; and a bachelor's degree may substitute for four years of experience.
  • Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
  • An associate's degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; and a master's degree may substitute for five years of experience.
  • Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
  • An associate's degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
