About The Position

OGS Human Resources collaborates with designees from each agency that provides Human Resources services in order to develop, plan, and implement Human Resources related policies and strategies, while ensuring compliance with the applicable Department of Civil Service, Office of Employee Relations, and Office of the State Comptroller guidelines and various employment laws. In the Personnel Services Unit (PSU), on the hosted agency team, duties may include, but are not limited to the following: Research, plan, and prepare classification, examination, recruitment, and personnel activities for assigned hosted agencies. Submit completed transactions for all personnel actions including but not limited to appointments and separations. Advise agency employees and program management on advancement options and career mobility options. Participate in examination planning and development activities. Provide guidance and assistance to business units regarding recruitment, appointment, promotion, transfer, status, and/or salary of employees. Ensure all activities are consistent with the laws, rules, regulations and policies of the Department of Civil Service, the Office of Employee Relations, and the negotiated agreements between employee unions and the State. Serve on workgroups and committees for OGS. Establish and maintain close working relationships with staff members of operating divisions with assigned hosted agencies, Department of Civil Service, and other State agencies. Perform other duties and special projects as assigned.

Requirements

  • CURRENT STATE EMPLOYEES: Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
  • 70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor's degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.
  • Successful completion of a two-year traineeship leads to appointment as a Human Resources Specialist 1, SG-18
  • GENERAL PUBLIC CANDIDATES: Required experience: Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
  • Human Resources Specialist 1 level requirements: Human Resources Specialist Trainee 1 (equated to SG-14): Four years of experience. Human Resources Specialist Trainee 2 (equated to SG-16): Five years of experience. Human Resources Specialist 1, SG-18: Six years of experience.
  • Substitutions: An associate's degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
  • PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.
  • Successful completion of a two-year traineeship leads to appointment as a Human Resources Specialist 1, SG-18.
  • NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
