About The Position

The Human Resources Partner at Disability Rights California supports the daily operations of the Human Resources department, serving over 300 employees across the state. Reporting to the Human Resources Leadership, this role provides exceptional HR services, acting as a front-line support for employees and people managers. Key responsibilities include assisting with recruiting coordination, onboarding, employee record updates, and managing HR service requests. The position handles both routine and complex tasks across all HR functional areas, working closely with payroll, finance, hiring managers, and benefits vendors to ensure organized HR processes and timely, accurate employee support. The HR Partner is a trusted advisor within the HR Department, to employees, and to Organization Leadership, requiring a solid understanding of the organization and all HR functions with a strong focus on delivering an excellent employee experience. The role provides timely support in Talent Acquisition, Onboarding & Offboarding, Benefit Administration, HRIS, Compliance, Reporting, Analytics, Process Design & Improvement, Employee Relations, and administrative support for the HR team's daily activities. The HR Partner is also expected to assist in other HR functions, including projects and related tasks.

Requirements

  • Three or more years of demonstrated progressively responsible experience in Human Resources Operations.
  • Verifiable knowledge and practical experience in at least 3 functional areas of Human Resources.
  • Positive relationship building and conflict resolution skills.
  • Exceptional problem-solving and expert decision-making skills.
  • Verifiable experience with Human Resource Information Systems (HRIS) software and/or Applicant Tracking Systems.
  • Direct experience with MS Office to include proficiency in Outlook, Word, and Excel.
  • Successful experience working effectively as a team member in a multiple-priority unit.
  • Demonstrated experience prioritizing and completing multiple competing duties/projects.
  • Experience working with and maintaining sensitive and confidential information.
  • Excellent organizational skills with an emphasis on detail.
  • Ability to travel up to 10% of the time within California to offices, career/job fairs, trainings, unit meetings, open enrollment, and New Hire Orientations.
  • Must be able to transport oneself to work-related meetings, training, and community events.
  • Lifting up to 15lbs may be required.

Nice To Haves

  • Completion of an HR Management Certificate, AA/AS, or BA/BS degree in Business, Human Resources, or related area of specialty plus relevant Human Resources Experience (can substitute for experience requirement).
  • Experience with Paylocity.
  • Demonstrated and updated knowledge of state and federal employment law.
  • Experience with handling the Reasonable Accommodations Interactive Process.
  • Life experience as a person with a disability OR direct experience as the primary caregiver of a family member with a disability.
  • A Human Resources Certification.

Responsibilities

  • Performs routine tasks to administer, evaluate, and monitor Human Resource programs including talent acquisition, onboarding, compensation, benefits, leaves of absence, reasonable accommodations, corrective actions, disputes and investigations, performance development, productivity, recognition, and morale, occupational health and safety, learning and development, and offboarding.
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex or sensitive matters to appropriate staff.
  • Facilitates, attends, and participates in employee disciplinary meetings, terminations, and investigations.
  • Serves as an initial point of contact for employee HR questions and responds to routine inquiries related to benefits, HR policies, and HR processes.
  • Tracks HR support requests through the HR ticketing system and ensures timely responses.
  • Helps employees navigate HR systems and update basic employee information, escalating complex or sensitive issues as needed.
  • Assists with recruiting intakes, posting job openings, and tracking candidates in the recruiting system.
  • Directs the talent process with hiring managers to attract, interview, and hire individuals, ensuring a positive candidate experience.
  • Conducts reference, background, and eligibility checks prior to employment.
  • Coordinates interview scheduling with hiring managers and candidates and supports communication with candidates throughout the hiring process.
  • Maintains recruitment records and candidate tracking.
  • Coordinates onboarding for new employees, prepares materials, and ensures required documentation is completed.
  • Achieves a welcoming and informative HR in-person or virtual onboarding experience, launching, monitoring, and evaluating New Hire experience surveys.
  • Coordinates and facilitates in-person and/or virtual New Employee Orientation, Benefits open enrollment, and employee recognition programs.
  • Enters new hire information into the Human Resources Information System (Paylocity) and supports benefits enrollment and HR orientation.
  • Maintains accurate employee information in the Human Resources Information System (Paylocity).
  • Reviews and distributes incoming electronic mail from shared mailboxes and processes physical mail.
  • Supports HR projects and initiatives, recommending new approaches, policies, and procedures for efficiency improvements.
  • Acts as HRIS champion and data owner, collecting and analyzing HR data to prepare reports and recommendations.
  • Processes electronic employee action notices for all updates, differentials, corrections, and changes in collaboration with managers.
  • Completes and processes loan-related information and verification of employment.
  • Maintains compliance with federal, state, and local employment laws and regulations, reviewing policies and practices for updates.
  • Completes compliance audits, remedies findings, and reports status updates to HR Leadership.
  • Processes employee record updates including pay changes, promotions, position changes, and unit transfers.
  • Coordinates with payroll to ensure accurate and timely processing of pay changes.
  • Supports HR reporting and internal tracking.
  • Helps maintain HR policies, forms, and internal resources.
  • Assists with HR projects and process improvements as directed.
