About The Position

Under general supervision, provides advanced and/or supervisory level human resources support, guidance and advice to City Management and employees relative to all Human Resources programs and activities. Manages the daily operations of the City's Human Resource Department. Work involves planning, developing, implementing , and evaluating policies, procedures, training materials, programs, processes , and informational data to ensure accuracy, effectiveness and compliance with applicable laws, regulations, and guidelines. Assists the Human Resources Director in identifying and analyzing operational and human resources issues; recommends and implements appropriate solutions.

Requirements

  • Bachelor's Degree in Human Resources, Business or Public Administration, or related field, and 5 years' experience in Human Resources, and Minimum of 2 years' experience as lead/supervisor are required.
  • State and federal laws, statutes, rules, ordinances, codes, and regulations applicable to the practice of Human Resources.
  • Principles, practices and methods of compensation and classification research and analysis.
  • Legal, ethical and professional rules of conduct for public sector employees.
  • Recruiting principles and strategies relative to municipal entities.
  • Supervisory principles, practices, and methods.
  • Design, development, and delivery of adult learning material
  • Learning management systems
  • Write professional level reports and correspondence.
  • Speak effectively before groups of internal and external stakeholders.
  • Reasonably carry out instructions furnished in written, oral, or diagram form.
  • Deal effectively and accurately with problems involving many variables in fluid situations.
  • Apply general rules to specific problems to produce rational answers
  • Combine pieces of information to form general rules or conclusions (includes finding a relationship amongst seemingly unrelated events).
  • Managing and overseeing the City's Human Resources operations.
  • Developing, implementing, and administering City/departmental policies and procedures.
  • Monitoring and ensuring the City's compliance with all regulations governing human resources programming and personnel management.
  • Providing human resources support and advice to City officials and departments.
  • Interpreting and explaining HR standards and procedures, applicable federal and state rules and regulations, and City policies and procedures.
  • Developing and administering budgets and monitoring expenditure.
  • Supervising, leading, and delegating tasks and authority
  • Using sound judgment in applying established guidelines to resolve problems and conflicts.
  • Using initiative and independent judgment within established procedural guidelines.
  • Establishing and maintaining cooperative working relationships with co-workers, City staff and officials, agencies, consultants, vendors, and the general public.
  • A valid Texas State Driver's License is required.
  • Professional certification by at least one of the following Human Resources organizations, SHRM, HRCI, IPMA-HR, is required and must be maintained throughout employment within department.

Nice To Haves

  • Municipal Human Resources experience is highly preferred.
  • A combination of education and relevant experience equivalent to the above may be considered.

Responsibilities

  • Manages the City's human resources programs, services, and activities including recruitment, retention, compensation, organizational development, performance management, and employee relations
  • Leads and participates in the development, implementation, and administration of citywide personnel policies and procedures; monitors and ensures the City's compliance with all regulatory requirements governing employment law and human resources programming
  • Serves as backup to the Director of Human Resources and manages the City's labor relations function; supports the day-to-day administration governing employee pay, discipline, pre-employment testing, and promotion.
  • Manages recruiting and hiring activities conducted by the City; participates in the interview process as requested; develops and implements recruiting strategies for hard-to-fill job openings.
  • Assists in the direction, coordination, and approval of employee compensation efforts through the annual budget process, compensation planning, reclassification requests, and routine pay adjustments; monitors and recommends compensation levels for all City employees.
  • Provides human resources advice and support to City officials and departments regarding a variety of personnel matters; assists in resolving internal and external customer complaints involving customer service, employee performance, and employee/supervisor behavior.
  • Demonstrates competency in the roles of HR Expert, Business Partner, Change Agent, and HR Leader as defined by the IPMA-HR Human Resource Competency Model
  • Trains, supervises, and evaluates the performance of assigned personnel; monitors and ensures staff compliance with departmental policies, procedures, and applicable regulatory requirements.
  • Assists in development and administration of budgets for the Human Resources department and monitors expenditures.
  • Attends and participates in various meetings pertaining to human resources.
  • Develops and administers organizational development programs for the City.
  • Prepares and maintains a variety of departmental records, reports, and documentation.
  • Supports the departmental operations with regular and timely attendance at work.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
  • Must have and maintain a cell phone for City use to hold this position.
  • Other duties as assigned or as indicated by professional judgment.
  • This position is designated as "essential personnel" and is required to be available for immediate call-in due to any natural or manmade disaster, or any event the Director of Human Resources or the City Manager deems necessary.
