About The Position

The HR Manager serves as the operational center of the Human Resources department at Person-Centered Care Services (PCCS), an OPWDD-affiliated nonprofit provider of services for individuals with intellectual and developmental disabilities. This role is responsible for the day-to-day execution of HR operations owning the full recruitment lifecycle, staffing coordination, HRIS data integrity, authorized driver compliance, and the supervision of three HR team members. The HR Manager works in close partnership with the HR Generalist and program leadership to ensure PCCS is consistently and compliantly staffed across all six programs. This is a hands-on management role suited to an experienced HR professional who thrives in a fast-paced, mission-driven environment and brings strong operational instincts and supervisory experience.

Requirements

  • Minimum of 5 years of progressive human resources experience, including recruitment, employee relations, performance management, training, and employment law compliance.
  • At least 2 years in a leadership or supervisory role.
  • Experience in the nonprofit, healthcare, or human services sector strongly preferred, particularly within OPWDD or other regulated environments.
  • Demonstrated success partnering with organizational leaders, managing complex employee matters, and leading HR initiatives that support organizational growth and employee engagement.
  • Bachelor’s degree in human resources, Business Administration, or a related field preferred; master’s degree preferred.
  • SHRM-CP/SHRM-SCP, PHR, or SPHR certification preferred.
  • Strong knowledge of federal and New York State employment laws and HR best practices.
  • Excellent communication, interpersonal, organizational, and problem-solving skills.
  • Ability to maintain confidentiality and manage competing priorities.
  • Effective use of HRIS systems and Microsoft Office applications.
  • Flexible availability including on call 24/7 including varied hours (nights and weekends), in person and remote, required.
  • Must maintain a valid drivers license, reliable personal vehicle, and required insurance.
  • Use of a personal vehicle, including transporting individuals supported for events or coverage needs, may be required.
  • Duties may include prolonged sitting, standing, walking, and computer use.
  • Staff may also be required to provide direct support to people supported as needed.
  • Minimum age of 18.

Responsibilities

  • Manage the full hiring lifecycle across all PCCS programs — sourcing, job posting, screening, interviewing, offer management, and onboarding coordination.
  • Partner with program supervisors and directors to identify staffing needs and develop targeted recruitment strategies.
  • Maintain active recruitment pipelines including school partnerships, job boards, community organizations, and referral networks.
  • Coordinate pre-employment requirements — background checks, reference checks, physical exams, and OPWDD clearances.
  • Oversee new hire onboarding logistics in coordination with the HR Staffing Coordinator and SD HR Coordinator.
  • Administer 30–90-day new hire surveys and use results to continuously improve the onboarding experience.
  • Oversee agency-wide staffing coordination across all six PCCS programs — IRA, Day Habilitation, Community Habilitation, Respite, SEMP, and Self Direction.
  • Manage per diem pool utilization, overtime tracking, and emergency coverage planning.
  • Collaborate with program supervisors to resolve staffing gaps in a timely and cost-effective manner.
  • Monitor and report on staffing trends, vacancies, and turnover data to the HR Generalist.
  • Coordinate staff transfers and placements in alignment with program needs and employee preferences.
  • Serve as primary HR owner of Paycom — ensuring accurate, timely, and complete employee records across all modules.
  • Generate and distribute HR reports and dashboards to support leadership decision-making (headcount, turnover, vacancy, onboarding metrics).
  • Partner with Finance and Payroll on PAF processing, compensation changes, and position management.
  • Maintain compliance documentation in Paycom including certifications, training completions, and OPWDD-required records.
  • Support system configuration and process improvement initiatives in Paycom as directed by the HR Generalist.
  • Administer PCCS’s Authorized Driver Program — maintain LENS records, track expirations, and ensures all drivers are current and documented in Paycom!
  • Coordinate annual LENS verification for all staff authorized to drive on behalf of PCCS.
  • Maintain authorization forms and driver files in compliance with OPWDD and agency requirements.
  • Communicate with program supervisors regarding driver status changes and compliance deadlines.
  • Directly supervise Joanne (HR Staffing Coordinator), Jamie (SD HR Coordinator), and Lucille (HR Assistant).
  • Provide day-to-day directions, performance feedback, and professional development support to direct reports.
  • Conduct regular 1:1s and annual performance evaluations for supervised staff.
  • Coordinate workload distribution across the team to ensure coverage and efficiency.
  • Escalate performance concerns and HR matters to the HR Generalist as appropriate.
  • Chair PCCS' Background Check Committee.
  • Participate in PCCS Safety Committee meetings and represent HR interests in safety planning.
  • Support HR compliance activities as directed by the HR Generalist — including audit preparation, record-retention, and OPWDD documentation.
  • Assist with onboarding compliance tracking in coordination with the SD HR Coordinator and Staffing Coordinator.
  • Maintain working knowledge of OPWDD regulatory HR requirements applicable to PCCS programs.
  • Leads administrative and supervisory work while providing direct services as needed for coverage or higher-level support, and coaches staff through hands-on, person-centered guidance.
  • In-person participation may be required as part of this role, including attendance at meetings, trainings, events, and program-related activities, as needed to support program operations and organizational needs.
  • Advocate for the needs and rights of people supported, ensuring they receive adequate services and support.
  • Assist and/or facilitate assessments for people supported as needed.
  • Assist people supported with identifying additional resources and/or services.
  • Ensure proper reporting, investigation, and review of all incidents relative to OPWDD Part 624 regulations and the New York State Justice Center.
  • Complete all mandatory and assigned training as needed.
  • Take initiative to ask for support in areas needed for development and enroll in training opportunities to assist with accomplishing professional goals.
  • All other duties are deemed necessary by the supervisor.
