An ideal candidate should possess the following qualities: Strong interpersonal communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Attention to detail. Willing to travel to outlying clinics as needed. Excellent communication skills. Knowledge and fluent skills of Microsoft Office Excel and Word applications, internet explorer usage, and Outlook. PURPOSE Under the supervision of the Human Resources Director and or Chief Executive Officer, the incumbent oversees and manages all HR functions (recruitment, payroll, benefits, compliance, training, employee relations, performance management, onboarding and policy implementation) with a focus on Health Resources and Services Administration (HRSA) regulations, AAAHC Standards and supports El Centro Family Health's (ECFH) organizational goals, ensuring a positive environment, managing performance, and handling complex issues like credentialing, safety, and labor law compliance. The HR Manager must be readily available to address employee concerns, manage compliance and strategically contribute to the organization's goals. Cross Training and Utilization, as it applies to the employee's job description and ECFH Code of Ethics Policy. Works with the HR Director to develop recruitment strategies, oversee full-cycle hiring, and ensure efficient onboarding of new staff. Ensures compliance with federal, state, and HRSA/FQHC-specific regulations (e.g., HRSA compliance manual, employment laws. Function as a liaison between management and employees, addressing grievances, managing performance appraisals, and employee engagement. Oversee administration of benefits, payroll, and compensation programs, ensuring they are competitive and accurate. Develop and implement HR initiatives that support operational goals, improve productivity, and foster a positive workplace culture.
