About The Position

As the primary Human Resources Department Management representative and working with administrative direction from the Chief Administrative Officer of the Sheriff’s Office, incumbent will handle a wide variety of complex and discretionary administrative matters including preparing, monitoring, and controlling the Personnel Control Budget, as well as other personnel and payroll matters. May assist with Labor Relations matters regarding any applicable bargaining units and will handle matters involving federal, state, and local laws and regulations on personnel and labor related matters.

Requirements

  • Five (5) years’ experience in a professional/managerial level of human resources
  • Graduation from an accredited college or university with a bachelor’s degree in public or business administration, human resources or closely related field; OR Equivalent combination of related education and/or experience.
  • Demonstrated experience with Human Resource principles and practices especially as applied in a public/government setting.
  • Knowledge of public administration procedures and practices
  • Ability to conduct confidential investigations.
  • Ability to relate to public employees at all levels of responsibility.
  • Ability to communicate both orally and in writing.
  • Skills in accounting procedures.
  • Demonstrated ability to exercise good judgement in evaluating situations, making decisions, and solving problems.
  • Knowledge of selected computer software applications (i.e. Word, Excel, and Access).

Nice To Haves

  • Managerial experience in human resources for a law enforcement agency preferred.

Responsibilities

  • Responsible for payroll and personnel functions to ensure activities are completed effectively and efficiently. These activities include, but are not limited to applicant hiring process, orientation, training, counseling, promotions, classifications, discipline, termination and retirement, as well as employee benefits, employee recognition, on-the-job injuries, leave records, and payroll.
  • Assists in developing Human Resource policy as well as interpreting and evaluating policies.
  • Responsible for preparing, monitoring, and controlling assigned Personnel Control Budget
  • Prepares reports to assist administration and managers in management of personnel and allocated resources.
  • Confers with and advises staff on administrative policies and procedures, technical problems, priorities and methods.
  • Provides Human Resources related technical assistance to all staff members as necessary.
  • Counsels with and serve as an advocate for employees.
  • Provides and coordinates Sheriff’s Office indoctrination to all new employees and facilitates interviews for position openings.
  • Coordinates closely with the Shelby County Sheriff’s Office Training Academy in training/certification activities of the Sheriff’s Office.
  • Serves as key management representative in matters involving employment law.
  • Works closely with Sheriff’s Office command and management/supervisory personnel regarding employment and payroll matters.
  • Performs other related duties as required or directed.
