About The Position

The Human Resource plan, coordinates, and directs the administrative functions of the organization. They oversee the recruiting, interviewing, and hiring of new staff; consult with top executives on strategic planning; and serve as a link between an organization's management and its employees. The Human Resource Manager Plans and administers policies relating to all phases of human resources activity by performing the following duties personally or through subordinate supervisors.

Requirements

  • Must be 21 years of age or older.
  • Must be bilingual in English and Spanish.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, and the general public.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Knowledge of QuickBooks Accounting software; Paycom Human Resource systems; Microsoft Word Processing software; Paycom Payroll systems and Microsoft Excel Spreadsheet software.
  • Valid Texas Driver's License.
  • Have a record of tuberculosis screening showing the employee is free of contagious TB.

Nice To Haves

  • Fifth-year college or university program certificate; or two to four years related experience and/or training; or equivalent combination of education and experience.

Responsibilities

  • Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  • Recruits, interviews, tests, and selects employees to fill vacant positions.
  • Plans and conducts new employee orientation to foster a positive attitude toward company goals.
  • Keeps records of benefits plan participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, terminations, and employee statistics for government reporting.
  • Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
  • Advises management in appropriate resolution of employee relations issues.
  • Responds to inquiries regarding policies, procedures, and programs.
  • Administers performance review program to ensure effectiveness, compliance, and equity within the organization.
  • Administers salary administration program to ensure compliance and equity within the organization.
  • Administers benefits programs such as life, health, dental and disability insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance.
  • Investigates accidents and prepares reports for the insurance carrier.
  • Conducts wage surveys within the labor market to determine competitive wage rates.
  • Prepares budget for human resources operations.
  • Prepares employee separation notices and related documentation and conducts exit interviews to determine reasons behind separations.
  • Prepares reports and recommends procedures to reduce absenteeism and turnover.
  • Represents the organization at personnel-related hearings and investigations.
  • Contracts with outside suppliers to provide employee services, such as canteen, transportation, or relocation service.
  • Directly supervises 1-2 employees in Human Resources.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Other duties may be assigned.
