About The Position

The Human Resources Manager leads HR operations across the employee lifecycle with a strong emphasis on federal‑contractor compliance, SCA/Wage Determination practices, EEO/OFCCP, and cleared talent acquisition. The role partners closely with leadership and program managers to support workforce planning, employee relations, benefits/leave administration, and data‑driven HR processes that enable contract performance and business growth. HR Operations & Compliance Ensure compliance with SCA wage determinations, H&W fringe administration, and recordkeeping; coordinate with Contracts/Finance on CBA and WD changes. Maintain compliance with EEO, OFCCP, FLSA, FMLA, ADA, and applicable federal/state labor laws; prepare for audits and respond to inquiries. Develop, update, and enforce HR policies, handbook content, and standard operating procedures. Lead full‑cycle recruitment for cleared and uncleared positions; partner with Security for clearance processing and eligibility verification. Conduct job analysis, create requisitions and compliant postings (including EEO language), manage interview process, and drive timely offers/onboarding. Collaborate with Program Managers on staffing plans, surge support, and proposal staffing (including labor category mapping). Serve as a trusted advisor to managers on performance management, corrective action, and conflict resolution; conduct investigations and maintain thorough case documentation. Support engagement, retention, and recognition programs; facilitate training on workplace conduct, anti‑harassment, and inclusive leadership. Oversee benefits administration (medical, dental, vision, 401(k), life/AD&D); manage FMLA/ADA interactive process and leave cases. Maintain HRIS/ATS accuracy; generate HR metrics (turnover, time‑to‑fill, EEO, headcount), and deliver dashboards for leadership. Draft clear HR communications; deliver manager/employee training on policies, compliance, and best practices. Champion a culture of integrity, accountability, inclusion, and continuous improvement.

Requirements

  • Bachelor's degree in HR, Business, or related field (or equivalent experience).
  • 7-10+ years of progressive HR experience with responsibility for employee relations, recruiting, benefits/leave, and compliance.
  • Federal‑contractor experience with working knowledge of SCA, OFCCP/EEO, and federal labor law requirements.
  • Demonstrated experience managing employee relations investigations and advising leadership on corrective actions.
  • Recruiting experience for technical and/or cleared roles; familiarity with clearance adjudication workflows.
  • Proficiency with HRIS/ATS and Microsoft 365; strong documentation, analytics, and reporting skills.
  • Exceptional written and verbal communication, discretion, and stakeholder management.
  • Ability to handle confidential information and sensitive employee matters with integrity

Nice To Haves

  • SHRM‑CP/SHRM‑SCP or PHR/SPHR certification.
  • Experience with EEO‑1/VETS‑4212 reporting
