About The Position

Horizon Health Corporation is seeking an Human Resources (HR) Manager for a BRAND-NEW unit called Altru Behavioral Health Center in Grand Forks, ND. This unit will be a 24-bed inpatient unit for both adult and pediatric patients. We are also planning to expand to an additional 24 beds in 2026. Altru Health System and Universal Health Services are working together in expanding inpatient behavioral health services. The Human Resources (HR) Manager plans, develops and coordinates the policies and procedures of the of the HR function for Horizon Health ensuring legal compliance and alignment with the Company’s goals.

Requirements

  • Bachelor's degree required
  • At least 8-10 years of related work experience
  • Experience in healthcare or hospital settings is strongly preferred
  • Strong experience in employee relations and employment claims
  • Substantial experience in creating policies and procedures
  • Experience with all aspects of the employee employment cycle
  • Ability to lead change and manage complex projects
  • Ability to Build Strong Relationships
  • Strong knowledge of healthcare, HR compliance and labor laws
  • Experience with various HRIS, LMS and ATS Systems

Nice To Haves

  • Master's degree preferred
  • PHR or SPHR preferred.
  • SHRM-CP or SHRM SCP preferred.

Responsibilities

  • Collaborate with all levels of staff nationwide to provide solutions, expert counsel and accurate/timely HR information to both Horizon Health leadership and employees.
  • Analyze HR processes and procedures for efficiency, best practices and continual improvement. Recommend and implement changes for improvement, time and cost reduction.
  • Provide oversight to the internal employment investigation process; respond to escalated employee relation concerns and legal claims.
  • Interpretation and consistent application of HR policies and federal/state laws and regulations.
  • Facilitate and administer employee training.
  • Develop and administer various human resources policies, plans and procedures.
  • Identify staffing and recruiting needs; recommend best practices for hiring and retaining talent.
  • Lead and administer HR projects as needed.
  • Direct and indirect supervision to HR staff as required/needed.
  • Performs other duties as assigned/required by this position.
  • Recruitment, onboarding, off-boarding and orientation for clinical and non-clinical staff.
  • Collaborate with department heads to identify staffing needs, succession planning and retention strategies.
  • Manage performance evaluation systems and employee development programs.
