About The Position

DRTC is seeking a strategic, experienced, and people-focused Human Resources Manager to lead the agency’s HR operations and support organizational growth through effective workforce planning, employee relations, talent management, and compliance initiatives. This leadership position serves as a trusted advisor to management while overseeing HR programs that promote employee engagement, organizational effectiveness, and regulatory compliance. Requirements

  • Bachelor’s degree in HR, Business Administration, or related field required; Master’s preferred.
  • 7–10 years of progressive HR experience, including leadership roles.
  • Strong knowledge of employment laws, HR best practices, and strategic workforce management.
  • Experience in HR analytics, organizational development, and change management.
  • Expertise in HR compliance, recruitment, employee relations, ADA/FMLA administration, and DEIA initiatives.
  • Strong communication, analytical, organizational, and problem-solving skills.
  • Experience with HRIS, workforce reporting, and data management.
  • Ability to maintain confidentiality, manage multiple priorities, and develop high-performing teams.
  • Must be 18 years or older.
  • Valid Oklahoma Driver License.
  • Pass background checks and drug screenings.
  • Meet federal contract site clearance requirements.
  • Stable work history.

Nice To Haves

  • SHRM-CP or SHRM-SCP preferred.
  • CARF accreditation experience highly preferred.

Responsibilities

  • Lead HR strategies, policies, and initiatives aligned with organizational goals.
  • Advise leadership on workforce planning, employee engagement, organizational development, and change management.
  • Support talent acquisition, onboarding, retention, performance management, and employee development.
  • Manage employee relations, investigations, corrective actions, and conflict resolution.
  • Promote an inclusive, ethical, and positive workplace culture.
  • Ensure compliance with employment laws, CARF standards, and agency policies.
  • Oversee compensation, benefits, HR audits, reporting, and risk management.
  • Supervise HR staff, manage HR systems and records, and improve HR processes.
