About The Position

The Human Resources (HR) Department is seeking multiple experienced Human Resources Investigator I/II/III (Human Resources Analyst I/II/III) professionals to conduct complex, confidential investigations into alleged violations of County policies, workplace misconduct, discrimination, harassment, retaliation, and other employee relations concerns. These positions are responsible for providing objective fact-finding, analyzing evidence, preparing investigative reports, and advising HR leadership on findings that support fair, consistent, and legally compliant employment practices. HR Investigators will serve as subject matter experts in all areas of Employee Relations. Incumbents will manage a diverse and sensitive caseload, conduct a wide range of administrative investigations, and provide direct guidance to departments on corrective action and discipline. Investigations may involve allegations of harassment and discrimination, workplace violence, retaliation, fitness-for-duty concerns, and Title VII/Equal Employment Opportunity complaints. These roles require strong analytical skills, sound judgment, and the ability to deliver clear, well-supported investigative reports that help ensure fair and consistent employment practices across the County. Competitive candidates will have prior experience in employee investigations in a unionized environment and knowledge of EEO, FEHA, FLSA, and public-sector labor environments. Strong writing skills are required for this position.

Requirements

  • Experience working in a Human Resources role within a unionized environment, which included responsibilities such as interpreting labor agreements, supporting employee relations matters, or assisting with investigations or corrective action processes.
  • Demonstrated ability to exercise sound judgment and maintain confidentiality when handling sensitive personnel matters.
  • Strong oral and written communication skills.
  • Ability to manage multiple assignments and work both independently and as part of a team.
  • At least one year of professional-level experience working in a Human Resources role within a unionized environment, which included responsibilities such as interpreting labor agreements, supporting employee relations matters, or assisting with investigations or corrective action processes.
  • Graduation from an accredited college or university with a bachelor's degree or equivalent education (minimum completed units equaling 120 semester/180 quarter). Technical, paraprofessional or professional human resources experience may substitute for the education based on a year-for-year basis (one year of full-time experience equaling 30 semester/45 quarter college level-units).
  • Four years of technical, paraprofessional or professional HR experience that includes a t least one year of professional-level experience working in a Human Resources role within a unionized environment, which included responsibilities such as interpreting labor agreements, supporting employee relations matters, or assisting with investigations or corrective action processes.
  • Two years of professional HR experience. At least one year must have been within a unionized environment, which included responsibilities such as interpreting labor agreements, supporting employee relations matters, or assisting with investigations or corrective action processes.
  • Two years as a Human Resources Technician with the County of Riverside. (Completion of graduate level courses from an accredited college or university may substitute for the required experience on the basis of 24 semester or 36 quarter units equaling one year of experience.)
  • Three years of professional human resources experience (at the County of Riverside Human Resources Analyst I level or above). At least one year must have been within a unionized environment, which included responsibilities such as interpreting labor agreements, supporting employee relations matters, or assisting with investigations or corrective action processes. (Completion of graduate level courses from an accredited college or university may substitute for up to one year of the non specialized required experience on the basis of 24 semester or 36 quarter units equaling one year of experience.)
  • Principles and practices of public administration and management; principles and practices of position classification, salary administration, recruitment and selection, test development and validation, employee relations, and benefits administration techniques; modern office methods and procedures; the application of statistical methods to human resources work.
  • Understand, interpret, apply, and explain human resources laws, rules, regulations, standards, and procedures; analyze and make improvements in policies and procedures relating to human resources activities; analyze data and prepare clear and concise reports and recommendations; train and provide work direction to other analysts and support staff; secure cooperation of operating officials in accepting and effecting sound human resources management practices; exercise independent judgment and initiative; plan and coordinate major projects; understand and apply abstract concepts and principles; learn new skills, concepts and techniques in public human resources administration; keep abreast of developments in the field of public human resources administration; speak and write effectively.

Nice To Haves

  • Professional Human Resources (PHR), Senior Professional Human Resources (SPHR), or other relevant human resources related certification is desired.
  • Knowledge of EEO, FEHA, FLSA, and public-sector labor environments.

Responsibilities

  • Collect and analyze evidence such as documents, emails, video, and time records.
  • Represent the County in appeals and unfair practice charges.
  • Meet with employees and employee groups to discuss grievances, complaints and problems, and resolve them in cooperation with line management and employee groups consistent with County policy and Memoranda of Understanding (MOUs).
  • Confer with County officials, department heads and representatives, and supervising staff regarding human resources practices, procedures and policies for a specialized area.
  • Prepare authoritative investigative reports for executive review.
  • Present findings to department leadership and facilitate next steps.
  • Provide guidance on policy and MOU interpretation, corrective action, and compliance issues.
  • Assist in training managers on employee relations best practices.
  • Conduct special studies and prepare reports relative to a variety of human resources program activities.
  • Maintain confidentiality and ensure due process for all parties.
