About The Position

The HR Clerk provides administrative and clerical support to the Human Resources Department. This role is responsible for maintaining accurate records, assisting with HR processes, and supporting the HR team. The HR Clerk ensures compliance with company policies, legal requirements, and confidentiality standards while delivering timely and professional service to employees and managers.

Requirements

  • High school diploma or general education degree (GED) is required (Associates or Bachelors’ Degree in Human Resources or related field is preferred).
  • Knowledge of California Labor Laws and HR compliance.
  • Ability to read and interpret documents such as the employee handbook, policies and procedures, medical and vehicle documents.
  • Ability to write routine correspondence.
  • Knowledge of basic office equipment and personal computers.
  • Familiarity with software programs such as Microsoft Office, to include Word, Power Point, Outlook, Access, etc. Strong Excel skills.
  • Familiarity with HRIS systems, including ADP.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to organize and plan workload and work independently.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to work under tight deadlines and manage multiple projects.
  • Ability to keep confidential information.
  • Able to lift up to 25 lbs. by self; standing, walking, sitting, pushing, bending, and pulling are required; squatting and repetitive motion may be necessary.
  • Specific vision abilities required by this job include close vision, depth perception, and ability to adjust focus.

Responsibilities

  • Perform clerical duties including filing, copying, scanning, and data entry.
  • Establish new employee files, electronically and otherwise. Maintain accurate and organized employee personnel files and HR records by checking paperwork, digital forms, and files, updating or correcting documentation as needed.
  • Update filing systems and devise new filing and organizational and storage systems for data and documents as needed.
  • Respond to employee file requests and auditor requests.
  • Respond to routine HR inquiries and direct employees to appropriate resources.
  • Monitor, generate various reports, audit and prepare corresponding documents related to expiring licensing/credentials. Provide notices to departments and employees when action is required on such items.
  • Assist with coordination and administrative support for employee events and other department or Agency programs.
  • Provide general administrative support to the HR team.
  • Generate and analyze ADP reports to support audits, HR metrics, and payroll accuracy.
  • Assist in the development and maintenance of HR dashboards and metrics using Excel, Power BI, or similar tools.
  • Maintain accurate and up-to-date employee records in ADP.
  • Collaborate with Payroll for data consistency and compliance.
  • Responsible for conducting I-9 audits to ensure compliance with employment eligibility verification requirements.
  • Assist when needed with preparing new hire packets and ensure completion of required documentation.
  • Support employee onboarding and orientation processes.
  • Serve as back-up in employment outreach activities including representing Oparc at job fairs and other events.
  • Provide assistance in tracking employee training records and maintaining compliance documentation.
  • Provide administrative support for scheduling and coordinating training sessions.
  • Assist in preparing training materials and sign-in sheets.
  • Maintain logs and records related to workplace injuries and workers’ compensation claims.
  • Provide administrative support in coordinating with insurance carriers and medical providers.
  • Assist with employee leave requests and ensure proper documentation is collected and filed.
  • Support HR in tracking and maintaining compliance with FMLA, CFRA, ADA, and other applicable laws.
