About The Position

The Human Resources (HR) Generalist serves as a strategic partner within the Office of Human Resources, providing comprehensive support to a diverse employee population, including faculty, staff, adjuncts, and contingent employees. This position delivers a broad range of HR services across key functional areas, such as recruitment, compensation and classification, employee relations, performance management, policy interpretation and implementation, and training and development. The HR Generalist ensures that all HR practices align with USM and FSU policies and contribute to a positive, inclusive, and compliant workplace environment. This is a confidential position that reports directly to the Chief Human Resources Officer. Human Resources Generalist Frostburg State University (FSU) is seeking a Human Resources (HR) Generalist with a primary focus on recruitment to serve as a key resource for employees and supervisors across the University. This position is responsible for administering core HR functions, including recruitment, onboarding, compensation and classification, policy compliance, and training in support of a diverse employee population. The HR Generalist must demonstrate excellent interpersonal and communication skills, strong attention to detail, and the ability to maintain confidentiality while exercising sound judgment in handling sensitive information. The successful candidate will be able to manage multiple priorities, meet established deadlines, and collaborate effectively with campus stakeholders to support organizational and workforce needs. The HR Generalist ensures alignment with University System of Maryland (USM)/FSU policies and fosters a positive, inclusive, and compliant workplace culture. This is a confidential position reporting directly to the Chief Human Resources Officer.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Two to five years of professional HR experience
  • Knowledge of federal and state employment laws and HR best practices.
  • Proficiency in Microsoft Office and Workday Information System.

Responsibilities

  • Manage the recruitment process, including job postings, applicant screening, search and selection committees.
  • Serve as the primary liaison with candidates and hiring managers throughout the hiring process
  • Coordinate and track pre‑employment screenings, including background checks, employment eligibility verification, and any position‑specific clearances
  • Ensure all pre‑employment requirements are successfully completed prior to start dates
  • Provide guidance to hiring managers on recruitment timelines, onboarding requirements, and compliance obligations
  • Draft, review, and issue employment offer letters in Workday in accordance with University System of Maryland policies and compensation guidelines
  • Ensure timely and accurate entry of hiring data in Workday
  • Ensure recruitment activities comply with federal and state employment laws, USM policies, and University procedures
  • Manage and execute all pre-onboarding and onboarding activities, including design, develop, and implement pre-onboarding and onboarding tasks in Workday.
  • Coordinate new employee onboarding, including orientation sessions, documentation completion, and system access setup
  • Prepare and issue offer letters.
  • Facilitate new-hire orientation sessions.
  • Maintain ongoing communication and engagement with new employees to support successful integration and retention.
  • Aggregate and analyze data related to employee separations.
  • Identify turnover trends and patterns.
  • Partner with departments to ensure accurate, consistent, and up‑to‑date job descriptions (PIFs).
  • Maintain compliance with federal, state, and university compensation regulations (USM, FSU, FLSA, EEO).
  • Conduct job analyses for nonexempt reclassification requests, exempt position reviews, and salary adjustments.
  • Utilize CUPA‑HR and other benchmarking tools to support compensation decisions.
  • Prepare compensation reports, job analysis documentation, and participate in salary market studies and surveys.
  • Monitor adherence to salary ranges and classification levels.
  • Maintain Position Information Forms (PIFs).
  • Serve on the USM Classification and Compensation Committee (CCC).
  • Coordinate and deliver HR-related training across the campus community.
  • Assist HR professional staff with training initiatives and participation in professional development conferences.
  • Assist in reviewing HR policies and procedures to ensure alignment with FSU/USM policies and collective bargaining agreements.
  • Maintain current knowledge of state and federal employment and labor laws, regulations, and emerging HR best practices.
  • Provide recommendations and assist with the development, revision, and implementation of HR policies, procedures, and programs.
