Performs professional level human resource functions in a large department with less than 400 employees, including but not limited to the administration, implementation, maintenance and interpretation of programs, policies, and procedures related to recruiting and employment, compensation and benefits, workers compensation and safety, employee relations and staff development, and payroll and time and attendance. Acts as a liaison between central hr and the department by gathering, coordinating, and disseminating information and establishing effective relationships with department staff and central hr. Works under general supervision with limited independent judgment related to hr matters, issues, inquiries, and resolution of same, including policy interpretation. Management Scope: May supervise administrative and clerical staff.
