About The Position

Professional, management level position that provides comprehensive assistance to the Director of Human Resources (HR) in the administration of human resources policies and procedures including recruiting, compensation, employee benefits, engagement, employee relations, training, performance management, and special work programs. The position works within broad policy and organizational guidelines. Reports to the Director of Human Resources.

Requirements

  • Bachelor’s degree in human resources management, Business Administration, Public Administration, Human Resources Management, or a closely related field, and eight (8) years progressively responsible experience in Human Resources.
  • A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
  • Must possess and maintain a valid Florida Driver’s License.
  • Demonstrates integrity, sound judgment, ethical and professional behavior.
  • Must have experience with full cycle recruiting.
  • Knowledge of human resources management theories, principles, methods, and practices.
  • Knowledge of principles of government organization and administration.
  • Knowledge of human resources policies, procedures, systems, processes, and laws and regulations.
  • Expertise in coaching and counseling managers and employees.
  • Ability to communicate effectively, with all levels of the organization.
  • Skill in Microsoft computer-based software applications (Word, Excel, Outlook, PowerPoint, etc.)
  • Ability to establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
  • Must be able to travel to various County locations.

Responsibilities

  • Manages daily operations of several functional areas within Human Resources, primarily recruiting and employee relations; performs all related administrative and professional work as required.
  • Serves as lead for workplace investigations.
  • Supervises assigned staff: Supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; and coordinating activities.
  • Oversees all functions of recruiting process and supervises staff within that work group.
  • Manages, reviews, and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
  • Assists in formulating and administering departmental policies, procedures, and controls.
  • Monitors changes and ensures compliance to all federal, state, and local laws governing human assets.
  • Assists the Human Resources Director with the grievance program as well as other programs and services as assigned.
  • Maintains comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Exercises authority as provided under the personnel policies to include policy development, interpretation, and enforcement.
  • Communicates information in relation to compliance, procedures and providing recommendations to increase employee productivity and engagement.
  • Identify and review employee trends and initiate changes/improvements to processes and/or procedures to ensure positive outcomes based on analysis.
  • Foster and maintain positive relationships with all employees, serving as an interface between employees and Human Resources to ensure effective communication and delivery of employee programs.
  • Liaises between departments and Human Resources to facilitate and ensure effective, efficient, and consistent service delivery.
  • Establish and maintain collaborative and impactful professional partnerships; build credibility and trust by aligning goals and objectives with the appropriate HR programs and services.
  • Provide consultation, guidance, and coaching solutions to managers and supervisors to ensure appropriate handling and resolution of employee issues or concerns.
  • Partner with managers/supervisors to develop key strategies to attract, develop, and retain top talent.
  • Analyze working environments, organizational culture, staffing levels, benefit offerings, market compensation on a continual basis to improve operations and decrease turnover.
  • Performs duties of Human Resources Director as required in their absence.
  • Performs other related work as required.
  • In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
