Paradise Irrigation District invites applications for the position of Human Resources Director. The Human Resources Director provides executive-level leadership, strategic direction, and policy development direction for the District’s human resources and labor relations functions. The position establishes policy frameworks, organizational systems, and alignment strategies to support workforce management, regulatory compliance, safety coordination, and risk management. The Human Resources Director serves as the District’s principal advisor on human resources and labor relations, supporting the District Manager, who retains authority as the District’s official spokesperson in collective bargaining matters. The position supervises, develops, and provides oversight to the Human Resources & Payroll Manager, ensuring HR and payroll functions are administered effectively and in alignment with District policy and strategic direction. The ideal candidate will be a seasoned human resources professional with demonstrated judgment, discretion, and the ability to provide effective leadership in a public agency environment. The successful candidate will possess a strong working knowledge of California employment law, public sector labor relations, policy administration, and organizational support practices. In addition, the District seeks an individual who communicates with clarity, exercises sound judgment in sensitive matters, builds constructive working relationships at all levels of the organization, and demonstrates a consistent commitment to integrity, accountability, and service-oriented leadership.
