About The Position

Horizon West Landscape is seeking a Human Resources and Payroll Manager to oversee the entire employee lifecycle for their office and field teams. This role is responsible for weekly payroll processing, hiring and onboarding, benefits administration, maintaining employee records, and serving as the primary contact for managers on HR-related matters. The position involves working collaboratively with the company to foster a positive work environment and reports to the Director of Business Administration.

Requirements

  • 4 or more years in HR and payroll, ideally with an hourly field workforce.
  • Working knowledge of FLSA, I-9, E-Verify, US employment law, and Florida employment requirements.
  • Experience running payroll on a platform such as Paycom, Workday, or similar, and keeping accurate HR records.
  • Proficiency with Microsoft Office.
  • Strong communication, interpersonal, and problem-solving skills.
  • Strong organization, discretion, and follow through.
  • Demonstrated ability to lead and work across teams.

Nice To Haves

  • SHRM-CP, PHR, or a payroll certification.
  • Experience with construction or landscape companies.
  • Experience with prevailing wage (Davis-Bacon) payroll.
  • Experience administering an ICHRA or other HRA.
  • Bilingual in English and Spanish.

Responsibilities

  • Process weekly payroll for office and field employees, including overtime, deductions, and prevailing wage rates on federally funded jobs.
  • Write job descriptions, manage job board postings, screen resumes, conduct interviews, and make hiring recommendations alongside hiring managers.
  • Run onboarding processes, including I-9, E-Verify, tax forms, policy acknowledgments, and Safety Manual orientation.
  • Administer ICHRA (Individual Coverage HRA) and other benefits, including employee onboarding, annual notices, reimbursement substantiation, and COBRA.
  • Track PTO and sick leave for all staff and ensure compliance with company policy.
  • Maintain personnel files and support internal audits of employee documentation.
  • Maintain the employee handbook and recommend policy changes as the company grows.
  • Manage workers' compensation claims and return to work processes with the insurance carrier.
  • Support managers with performance reviews, coaching, discipline, separations, and exit interviews.
  • Help resolve interdepartmental staff issues and maintain communication across office and field teams.
  • Keep required postings, new hire reporting, and payroll tax filings on track.
  • Handle all employee matters with the highest level of confidentiality and integrity.
